About the Department
The Office of Equity and Human Rights conducts compliance and programmatic activities to uphold anti-discrimination laws and provide equal access to Anne Arundel County services and resources. The Assistant Director, Equity coordinates and implements countywide equity initiatives in furtherance of identified priorities and goals. Under the supervision of the Director of Equity and Human Rights, the Assistant Director, Equity will: contribute to strategic planning and program design; oversee data collection and analysis; manage the office’s training program, and engage in community outreach. Either the Director of Equity and Human Rights or the Assistant Director, Equity must serve as the Human Relations Officer. Please note that the maximum salary for this position, based on qualifications and work experience, is $132,447. This position is currently in the Office of the Chief Administrative Officer. It requires a commensurate level of professionalism, in addition to strong emotional intelligence, cultural competence, and interpersonal skills. This is an exempt position that serves at the pleasure of the County Executive. This position reports to the Director of Equity and Human Relations.
Position Duties
Essential Functions • Strategic Planning: Collaborate with Director, Equity and Human Rights to develop and implement cohesive countywide equity goals. • Program Design and Evaluation: Manage, evaluate, and monitor departmental activities to embed equity into their operational framework in furtherance of countywide goals. Serve as a departmental resource for technical assistance. • Data Analysis: Develop and implement an efficient data collection and analysis strategy, inclusive of periodic assessments. • Training: Lead countywide equity and diversity training program; develop and deliver training, as needed. • Outreach: In collaboration with the Office of Community Engagement and Constituent Services, act as equity liaison between select community groups and the County government; attend select community meetings and events. • Funding: Identify relevant grant funding opportunities; support the application process. • Legislation: Monitor equity-related legislation. COMPETENCIES, KNOWLEDGE, SKILLS AND ABILITIES: • Extensive knowledge of equity principles and best practices • Knowledge of federal, state, and local anti-discrimination statutes, rules, and regulations, and their applicability to equity, diversity, and inclusion programs • Extensive knowledge of tools and practices used to reduce barriers to access and increase equity in government and institutional structures • Knowledge of sound methods and practices for conducting assessments and collecting data • Knowledge of sound methods for evaluating and analyzing data • Strong organization and project management skills, especially leading and directing multiple projects, estimating timelines • Ability to gather, organize, edit, analyze and synthesize large amounts of information; and to effectively communicate them verbally and in writing • Strong relationship-building capacity • Ability to plan and deliver effective and engaging presentations and/or training to a variety of audiences (in-person or virtually); and meeting facilitation skills • Ability to discuss complex and controversial topics with diverse audiences in a manner that promotes productive interactions and positive outcomes • Ability to be an active listener and maintain composure during emotionally-charged situations • Proficiency in Google Suite
Minimum Qualifications
•Bachelor’s degree in Business, Public Administration, Organizational Development, Leadership, Diversity, or other related program
•Two (2) or more years of experience conducting data analysis and/or program evaluation
•Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds

Preference will be given to candidates with:
•Advanced degree in Business, Public Administration, Organizational Development, Leadership, Diversity, or other related program
•Certification in equity, diversity, and inclusion
•Experience in conducting equity-related assessments and evaluating data
•Experience in developing equity-related strategic plans
