JOB SUMMARY:

The Landfill Site Manager ensures the highest standards of environmental safety and operational efficiency by overseeing daily landfill and satellite facility operations. This working manager position includes supervision of skilled equipment operators and laborers, direct operation of heavy equipment, and frontline customer service. The role ensures compliance with all federal, state, and local regulations, including policies established by the Mesa County Board of County Commissioners (BoCC), the County Administrator, and the Solid Waste Division Director. The manager works closely with other facility leaders, including the Compost Site Manager, Hazardous Waste Site Manager, Fleet Supervisor, and Regulatory Compliance Manager, to support integrated campus operations.

ESSENTIAL JOB FUNCTIONS:

OPERATIONS PLANNING & OVERSIGHT

Plans and schedules daily waste management activities at the landfill and four regional transfer stations in keeping with federal, state, and county regulations, and Solid Waste Management policies/procedures.

Develop short- and long-term operational strategies, including: cell development and liner construction, excavation planning and cover placement, traffic flow and road construction, equipment and staffing needs.

Coordinates waste, recycling, and material hauls to appropriate vendors and facilities.

Monitors incoming waste volumes, adjusts operations in real time based on staffing, weather, or equipment availability.

Uses GPS and survey equipment to verify landfill compaction rates, elevations, slope, base/ final grades and cut/fill areas meet engineered designs.

EQUIPMENT & FACILITY MANAGEMENT

Operates and oversees use of all complex equipment, including: front-end loader, water truck, landfill compactor, scraper, motor grader, dozer, tractor, backhoe, screener, grinder, dump truck, and semi-truck.

Performs and supervises core landfill functions such as: monitoring incoming materials to ensure they are acceptable, waste placement and compaction, excavation, access road construction, liner construction, storm water BMP installation, final cover construction, material grinding, and fire mitigation.

Installs, repairs, and maintains landfill gas collection and control system piping and wells.

Maintain all waste diversion areas, including: the friable asbestos cell, white goods, waste tire drop-off, public drop-off area, mattress and traditional recycling areas.

Make certain access roads at all facilities are passable; snow, mud, dust and debris are addressed in a timely fashion. Work must be done in a timely manner to ensure the facility is accessible during business hours.

Maintains site security and oversees facility access, ensuring only authorized personnel and permitted waste types are accepted.

Perform preventative maintenance and minor repair on the facility’s heavy equipment and specialized equipment and machinery. Routine maintenance includes but may not be limited to checking oil and fluid levels, checking tire pressure, checking belts, greasing loaders, changing and blowing off equipment filters.

Coordinate equipment maintenance with the Solid Waste Fleet Supervisor.

STAFF SUPERVISION & DEVELOPMENT

Supervises landfill and transfer station personnel, including assigning, prioritizing, and reviewing daily work activities.

Prioritize employee work tasks and ensure they are completed in accordance with the Mesa County Landfill Engineering Design and Operation Plan.

Provides lead accountability for assigned employees including: scheduling, organizing, and coordinating daily work activities; providing instruction and training of work duties; monitoring progress and efficiency of work processes; developing goals and objectives; implementing and maintaining safe work practices; tracking and addressing deficiencies in work performance; and tracks and schedules employee CDL requirements.

Trains staff in the safe operation and maintenance of equipment; ensures pre-operations and post-operations inspections are completed.

Tracks employee progress, provides regular coaching, performs evaluations, and recommends personnel actions including promotions or disciplinary measures.

Makes prioritization recommendations as needed, to ensure employee and equipment assignments are made efficiently to maximize impact and minimize cost.

Maintains employee training records, including CDL certification schedules.

Promotes teamwork and cross-training opportunities across the Solid Waste campus.

Coordinates with other site managers to provide shared staffing or support as needed.

REGULATORY COMPLIANCE & ENVIRONMENTAL MANAGEMENT

Ensure full compliance with all local, state, and federal regulations governing solid waste management sites, including those from the Colorado Department of Public Health and Environment (CDPHE), Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA).

Conducts load inspections and verifies that incoming materials meet regulatory and EDOP criteria.

Oversees site cleanliness and maintenance, including litter control, signage, building upkeep, and fence line integrity.

Ensures storm water is managed in accordance with the permit by maintaining proper grading for storm water drainage, clearing debris from existing storm water control ditches and water retention ponds, and installing temporary storm water BMPs where needed.

Work directly with the Regulatory Compliance Manager to address storm water, groundwater, landfill gas system and other regulatory compliance issues.

Performs corrective action to regulatory inspections, notices of violation, or audit findings.

SAFETY & EMERGENCY PREPARDNESS

Executes necessary precautions to ensure safety and compliance with OSHA. Identify and address safety concerns. Thoroughly investigates all injuries and incidents, following-up with consistent discipline and retraining.

Conducts safety meetings (at least monthly) and ensures all staff follow established safety procedures.

Responds to emergencies, including after-hours events involving fire, equipment failure, or hazardous conditions.

FINANCIAL & ADMINISTRATIVE DUTIES

Assists with budget development for landfill operations, equipment acquisition, liner/cap construction, and gas collection systems.

Tracks expenditures, manages inventory, and orders supplies necessary for daily operations.

Maintains accurate operational records, including equipment and fuel logs, site maintenance activities, and tonnage reports.

PUBLIC RELATIONS & CUSTOMER SERVICE

Acts as a public-facing representative of the Solid Waste Division, responding to customer inquiries, complaints, and concerns with professionalism and clarity.

Delivers information to the public regarding waste disposal services, site rules, recycling options, and facility operations.

May provide presentations or training to groups and assist with outreach events.

OTHER DUTIES

Performs other duties as assigned in support of the Solid Waste Division and Mesa County's goals.

MINIMUM QUALIFICATIONS REQUIRED:

EDUCATION & EXPERIENCE:

  • High School diploma or equivalent; and

  • Degree or certificate in construction management or closely related field (preferred), and,

  • Six (6) years of progressively responsible heavy construction management experience, or,

  • Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

LICENSES AND CERTIFICATIONS:

  • Possession of or ability to obtain, within two (2) years of hire, the Manager of Landfill Operations (MOLO) Certification through the Solid Waste Association of North America (SWANA) is required, and,

  • 40 Hour - OSHA HAZWOPWER Certification (or the ability to obtain within twelve (12) months of hire), and,

  • Valid Colorado Class A Commercial Drivers’ License

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 150 pounds with assistance.

Employee must be able to maneuver in tight places such as the crawl space under a building, climb ladders, step over obstacles, step on and off machinery, etc.

Work is often done outside and must continue even during inclement weather conditions.

The employee is frequently exposed to dirt, smoke, fumes, extreme heat and cold for long duration, outside atmospheric conditions, traffic noise, and dust for sustained periods of time.

The employee is frequently exposed to possible bodily injury from moving mechanical parts of equipment, tools, and machinery.

The employee is occasionally exposed to possible bodily injury from electrical shock, falling from high places, and toxic or caustic chemicals.

Typical noise level of work environment is loud, primarily from engines, equipment, machinery, and power tools.

Employee is subject to federal Department of Transportation Commercial Drivers Drug and Alcohol Testing and Mesa County Drug and Alcohol testing policies.
