SUMMARY OF RESPONSIBILITIES: This class is responsible for managing PWC personnel and resources required to construct, renovate, maintain and operation all properties, administrative/operations/plant, owned by the Public Works Commission, maximizing efficient and cost-effective utilization while maintaining the business continuity of both the organization and multiple building tenants. Responsibilities include but are not limited to, streamlining work processes to maximize the value of properties and maintain the highest quality of customer service; serving as Owner’s Representative for all construction and tenant improvement activities, assuring strict compliance to plans, specifications, and related construction documents and standards; maintaining knowledge current with building systems technologies, and construction principles/practices; executing decisions in accordance with OSHA, EPA and other local/federal regulatory codes, assuring compliance to building, fire, environmental and safety standards; operating/driving vehicles in performing work assignments/responsibilities. Operating under the general supervision of the Facilities Construction Maintenance Manager, work is performed in accordance with established policies and procedures. Independent judgment is required in carrying out the details of the work. On-call and extended hours are required. Performs related work as required EQUIPMENT OPERATED: PWC vehicles, vertical lifts, manual & power hand tools, computer systems, calculator, communications and other equipment as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/procedures; thorough knowledge of methods/practices/troubleshooting techniques involved in the operations, maintenance, repair, sustainability and security of property owned by the Public Works Commission; thorough knowledge of building construction principles & practices; general knowledge of building mechanical, electrical, plumbing & operational systems; thorough knowledge of budgetary/estimating/contractual/purchasing processes; ability to read/interpret plans, technical manuals & architectural, mechanical, electrical & plumbing blueprints; ability to prepare and modify, manually and electronically, blueprints and specifications for building improvements, repairs, maintenance & planning; ability to operate personal computers, applicable software and peripheral equipment related to building operations; excellent verbal and written communication skills; ability to select, train and develop departmental employees; ability to develop and maintain effective working relationships with all levels of employees, vendors, contractors, building tenants, customers, officials, and the general public; ability to research, plan, coordinate, schedule, project, prioritize, and manage multiple projects while maintaining schedule of routine repairs and maintenance/inspections; ability to develop, prepare and maintain reports and records.
MINIMUM QUALIFICATIONS: (either)
(A) Graduation from a four (4) year accredited college with a degree in Business Administration or related field and a minimum of four (4) years of progressively responsible experience in building construction, management and security which includes supervisory or lead worker responsibilities; OR
(B) Graduation from a two (2) year accredited college/technical school with a degree/certification in Facilities Management or related field and a minimum of eight (8) years of progressively responsible experience in building construction, management and security which includes supervisory or lead worker responsibilities; OR (C) An equivalent combination of education, training, and experience as defined in (A) and (B) above.
SPECIAL REQUIREMENTS: Must possess and maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.
SAFETY HAZARDS: Those associated with facilities maintenance and security.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
GRADE 408 $29.58-$38.98/HOUR
