Your Role
The Healthcare Quality and Affordability (HQA) team drives Blue Shield of California’s enterprise strategy to deliver high-value care by facilitating optimal health outcomes at an affordable cost for our members. HQA oversees Network Contracting, Provider Relations, Medical Care Solutions—including utilization management and care management—and the Office of the Chief Medical Officer. The Strategic Planning and Performance, Principal will report to the Vice President of Health Solutions Strategy, Planning & Operations, in service of the Executive Vice President of HQA
In this role, you will serve as a high-impact connector between HQA and internal line-of-business (LOB) and Market leaders across Medicare, Medi-Cal, Promise, and Commercial markets. You will lead strategic integration of clinical and network programs into enterprise priorities, translating innovation into scalable solutions that deliver measurable value. Your work will directly influence enterprise strategy, resource allocation, and health outcomes across Blue Shield’s diverse membership.
In this role, you will serve as a strategic connector and catalyst for collaboration between HQA and internal line-of-business (LOB) and Market leaders across Individual, Small Business, Middle Market, Premier, Medicare, Medi-Cal, Select, and Specialty segments. You will help ensure that HQA strategies are market-informed, customer-focused, and aligned with enterprise goals—enabling seamless translation of strategy into execution. By fostering early engagement, shared problem solving, and transparent communication, you will create the conditions for stronger partnerships, faster alignment, and more impactful outcomes.
This role is ideal for a leader who thrives at the intersection of strategy and operations, and who brings a consultative mindset to complex challenges. You will play a key role in elevating visibility, clarifying priorities, and building trust across teams—ensuring that clinical and network programs are not only well-designed, but also well-supported and successfully delivered across Blue Shield’s diverse membership.
Responsibilities
Your Work
In this role, you will:
- Be responsible for planning and implementation of complex programs spanning across business areas which include encompass multiple projects, initiatives, and where analysis requires evaluation of intangible variance factors
- Ensure strategic direction of program is in line and designs strategies for alignment with goals and objectives
- Be responsible for facilitating annual strategic planning process
- Work in conjunction with financial partner’s complete business planning and forecasting
- Manage budget planning as part of the annual budget cycle
Actively engage LOB leaders to surface market needs, pain points, and priorities-and translate them into actionable strategies, deliverables, and success metrics aligned to enterprise goals
Enable development of LOB-specific and enterprise-wide dashboards to pinpoint gaps, surface opportunities, and guide prioritized next steps through data-driven insights
Facilitate integrated planning that connects HQA programs to LOB growth, access, and provider relationship goals, ensuring strategic relevance and shared accountability
Establish governance routines and reporting structures that drive transparency, timely execution, and cross-functional accountability
Collaborate with product and business teams to develop compelling business cases that support investment decisions, scaling strategies, and measurable outcomes
Prioritize competing initiatives by balancing strategic objectives, stakeholder input, and resource constraints to maximize enterprise impact
Break down silos by fostering open communication, joint problem solving, and coordinated delivery of solutions that meet evolving member needs
Qualifications
Your Knowledge and Experience
Requires a bachelor’s degree or equivalent experience
Requires at least 10 years of prior relevant experience
Required deep expertise in health plan operations, value-based care, and the payer-provider landscape
Required strong strategic thinking, change management, and project execution skills
Required demonstrated success translating market insights into enterprise strategies, facilitating alignment, and delivering measurable outcomes
Required experience designing and leveraging dashboards, metrics, and governance structures to enable data-driven decision-making
Required ability to influence without authority and drive change across complex, matrixed environments
Required excellent written and verbal communication skills, including development and delivery of executive-level presentations
Desired ability to lead in cross-functional environments and influence senior leaders and operational teams
Desired experience supporting clinical or network programs within a health plan setting
Desired master’s degree in healthcare administration, public health, business, or related field
Desired track record of fostering collaboration across business and clinical teams to break down silos and accelerate execution

- Hybrid (Default): Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above). Exceptions:

o Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.
