About the Department
Under the general supervision of the Parks Maintenance Supervisor, performs limited supervisory work in the Parks division. Duties include supervision of work crews comprised of labor and semi-skilled employees. Employees in this class are expected to supervise and work alongside work crews comprised of labor and semi-skilled employees, to assure work is completed safely, timely, correctly and efficiently. Employee is required to exercise limited independent judgment based on technical knowledge, skill, experience and safe work practices. Performs other work as necessary.
Position Duties
- Trains new personnel, assigns work, assists with and supervises personnel on job sites, provides instruction and assistance with more difficult tasks.
- Keeps and maintains a pesticide license. and fertilizer records of applications. records.
- Diagnoses problems and facilitates solutions.
- Leads crews in maintenance; building or repairing of athletic complexes; municipal buildings; landscaping and beautification projects; grounds maintenance; irrigation; tree pruning, removal, and planting projects; playground repairs and surfacing wo; construction and maintenance projects; fencing; pavilions; park amenities and concrete work.
- Responds to work orders, carries out assigned tasks through utilization of materials and assigned personnel in a courteous and timely manner. Maintains documentation for all work performed.
- Operates a wide range of equipment, both gas and diesel used for Parks Maintenance, such as skid steers, tractors, backhoes, forklifts, dump trucks, and flail mowers.
- Responds to citizen complaints/inquiries in a timely, positive, and professional manner.
- Assumes responsibility for safely setting up, maintaining and breaking down job sites including all MOT requirements for the protection of employees and the public. Flags traffic as necessary.
Minimum Qualifications
- High school diploma or G.E.D.
- Progressively responsible experience performing grounds maintenance, landscaping and beautification projects, , repair and maintenance, tree pruning and removal, athletic field maintenance, irrigation system installation, repair and maintenance, pesticide applications, equipment operation and construction projects.
- Experience in semi-skilled manual labor and the use and operation of vehicles and equipment used in the Parks Maintenance Division.
- Prior supervisory experience preferred.
- Experience in repair, maintenance, and building of all types of carpentry projects.
- May be required to work weekends and holidays.
- May be designated as Assigned Personnel and be required to work during a declared emergency.
- Must have a valid Florida Class "B" commercial driver's license with air brake endorsement. Applicants who possess a valid out of state Class “B” commercial driver’s license with air brakes endorsement must obtain the Florida Class “B” commercial driver’s license with air brakes endorsement within 6 months of employment.
- Must possess a State of Florida Pesticide Applicators License and Fertilizer Certificate, or obtain within six (6) months of employment.
- Must possess and maintain a valid Florida Department of Transportation approved Intermediate Maintenance of Traffic Certification or obtain within (6) months of employment
- Must possess Fork Lift Certification or obtain within six (6) months of employment.
- Must possess Certified Playground Safety Inspector Certification or obtain within (6) six months of employment.
Other Qualifications
- General knowledge of the names, care, and maintenance of plants and trees installed and maintained by the Parks Division.
- Basic knowledge of playground equipment safety regulations and maintenance.
- Knowledge of occupational safety rules and practices.
- Knowledge of methods, materials and machinery.
- Knowledge of tree care, proper pruning, and removal techniques.
- Knowledge of landscaping and irrigation.
- Knowledge of turf grass types, installation, maintenance and cultivation.
- Knowledge of the care and maintenance of various machinery, equipment and vehicles used in the Parks Division.
- Knowledge of all MOT rules and regulations.
- Knowledge and skill in operating light to heavy equipment on rough, uneven, wet and sloped terrain.
- Knowledge of and ability to operate hand tools, light trucks, heavy trucks, dump trucks, flail and zero-turn mowers, skid steers, tractors, forklift, spray vehicles, stump grinders, bucket truck, demo saws, chain saws, backhoes, and any other tools used in the operation of a project for the Parks Maintenance Division.
- Ability to evaluate plant and turf grass conditions and performance and make necessary adjustments.
- Ability to identify types of soil and their irrigation needs or requirements.
- Ability to carry out oral and written instructions.
- Ability to work courteously and effectively with others.
- Ability to install all types of fencing.
- Ability to direct and/or work with crews during various different projects.
- Ability to clean, organize and maintain order in the shop and outside utility yard areas.
- Ability to keep all equipment greased and well maintained after each use.
- Ability to build form and pour concrete for bench slabs, sidewalks and other concrete jobs for the Parks Division.
- Maintains City property by restoring jobsites to original condition by mowing, cleaning, installing fences, cutting trees, laying sod, raking, restoring irrigation systems and landscaping areas.
- Assists in preventative maintenance of vehicles and equipment by performing routine checks of fluids, changing blades on mowers, greasing equipment as necessary, cleaning and general maintenance.
- Ability to determine elevations using transit and rod.
- Ability to assume responsibility for work to be done to ensure the safety to crews and the public.
- Ability to issue directions to subordinates in an appropriate professional manner and see that such directions are carried out.
- Ability to receive instructions and constructive criticism from departmental management.
- Ability to operate bucket truck and chain saw.
- Ability to direct crews during landscape projects.
- Ability to renovate and maintain turf grass
- Ability to work closely with other Department staff and Management to accomplish project needs.
- Ability to operate motor vehicles and all types of equipment in a safe and efficient manner.
- Ability to hear and understand conversation in a normal tone of voice. Use of senses which include sight, smell, hearing and touch as it aids in the evaluation and troubleshooting of malfunctioning equipment.
- Ability to see and read letters, numbers, words, characters or symbols which are both large and small, as well as, identify colors.
- Ability to identify and comprehend colors as they relate to traffic and/or road signs, safety equipment, utility markings and other utility related materials.
- Ability to print and draw letters, numbers, words, characters and symbols - must be legible and understood by others. Dexterity to use small hand tools is required.
- Ability to move back and forth and sideways while in a bending, kneeling, or squatting position.
- Ability to stay in a bending, kneeling or squatting position for periods less than 10 minutes.
- Ability to go from a standing or sitting position to a bending, kneeling, or squatting position, or vice versa, periodically.
- Ability to learn and teach complex tasks and remember how to complete tasks without assistance once trained.
- Ability to walk, stand and sit for periods longer than 30 minutes. Walk continuously for more than 5 minutes at a time.
- Ability to stand in a stationary position for more than 30 minutes at a time. May need to remain seated for more than 30 minutes at a time.
- Ability to lift, carry, push or pull items which weigh up to 50 lbs., without assistance, over uneven terrain, up/down stairs or ladders.
- Ability to carry items for a distance which ranges from 10 ft. to no more than 300 yds.
- Lift and/or carry items which are considered awkward to grasp or hold on to.
