Description
Under direction, with broad latitude for the exercise of independent initiative and unreviewed action, the Interim Director of Prevention plays a pivotal role in overseeing and implementing system-wide, community-based homelessness prevention and intervention services. This role directly impacts the lives of individuals in the community, ensuring that the services provided meet their needs and are delivered effectively, efficiently, and compassionately. The position reports to the Chief Program Officer.
The department works within a Harm Reduction Framework. It focuses on connecting individuals with comprehensive services, including but not limited to nutritional services, housing resources, medical care, mental health support, detox, benefits enrollment, and legal and employment services when appropriate. All community-based services work to create therapeutic milieu environments conducive to support, assistance, and positive communities designed for healing. This role is crucial in creating a supportive and understanding environment for those in need.
Essential Functions:
- Leadership and Management:
- Directly supervise a Deputy Director and or Program Directors. Indirectly lead managers and coordinators, working closely with senior program staff.
- Provide assistance and guidance on troubleshooting program and staff performance challenges.
- Mentor directors, managers, and coordinators on proactively engaging in planning to improve program management.
- One of the key responsibilities of this role is to foster a team-based environment that motivates and inspires staff to work collaboratively towards the agency's vision and goals. This is achieved through clear communication of the agency's vision, implementation of yearly staff development plans, and mentoring.
- Support the agency's Standards of Excellence and implementation of the philosophy of care.
- Prepare and submit any reports or grants that may be required from the Chief Program Officer or Executive Director and federal, state, city, or private agencies.
- Participate in all leadership teams, assigned workgroup activities, and other staff meetings as required.
2. Program Development and Evaluation:
- In collaboration with senior program leadership, design, implement, and evaluate programs that address the behavioral health needs of the community and Victory Programs' strategic priorities.
- Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.
- Ensure programs are evidence-based and culturally sensitive.
- Monitor and assess program outcomes to identify areas for improvement and ensure effectiveness.
3. Supervision:
- Deploy resources efficiently and effectively toward organizational goals, collaborating with staff to balance workload and effort and provide regular feedback so that key staff can continuously improve their supervision and mentoring skills.
- Provide supervision and professional development opportunities for staff.
- Ensure that clinical and services practices comply with city, state, and federal regulations and ethical standards.
- Oversee the maintenance of client records and documentation by legal requirements and best practices.
- Fiscal management is a crucial aspect of this role. The Director will collaborate with Victory Programs Finance and fundraising leads to develop and manage the budget for the programs, look for and manage funding sources, and ensure that resources are allocated effectively to meet program goals.
4. Financial Management

- Work closely with the finance department to budget and monitor programmatic operations to ensure sound fiscal and system management and maximize the ability to generate revenue.
5. Community Collaboration and Advocacy:
- Collaborate with other organizations, agencies, and stakeholders to coordinate services and advocate for the community's needs. This collaborative approach fosters a sense of belonging and teamwork, ensuring that the community's needs are met effectively.
- Participate in community outreach and education initiatives to raise awareness of community-based needs, issues, and services.
- Serve as a liaison between the program, the community, and other providers.
6. Quality Assurance:
- Create and support a high-performance culture in the program.
- In collaboration with the Senior Director of Impact and Evaluation, implement quality assurance measures to monitor and improve the quality of care and services provided.
- Ensure compliance with funder standards and continuous improvement of clinical and operational processes.
- Ensure the delivery of qualitative and quantitative goals and outcomes of programs and services to meet Key Performance Indicators (KPIs).
- Coordinate and analyze the appropriate data to inform the programmatic and operational decision-making.
7. Other Duties as assigned
Qualifications:
- Bachelor’s degree in social work, Mental Health, Public Health, or education-related field; and Master’s degree in related field strongly preferred.
- At least five years of experience in behavioral health services, with a significant portion in a leadership or supervisory role.
- This job demands a high level of dedication, compassion, and expertise to make a meaningful impact on the lives of individuals and the community.
- Strong leadership, communication, and organizational skills; knowledge of program development and evaluation; fiscal management skills; and the ability to work collaboratively with various stakeholders.
- Demonstrated ability to analyze and compile complex data for planning and reporting purposes.
- Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.
- Ability to successfully navigate in a fast-paced, outcomes-driven environment.
- Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations
- Ability to work independently and cooperatively as a senior management team member.
- Must be CPR certified (may be obtained upon hire)
- Completed TB screening (may be obtained upon hire)
- Three work related professional references; at least 2 from manager or supervisor.

Salary + Classification:
Victory Programs is committed to paying competitive wages. To increase equity, because we know that salary negotiations tend to have an unfair bias, we do not participate in a salary negotiation process for any candidate. We will make our best offer, and it will be the same regardless of the candidate. The annual starting salary for the Director of Community Based Services is $106,000. This position meets the exemption requirements as defined by state and federal law. Exempt employees are paid on a salaried basis, and their salary is intended to constitute their entire regular compensation, regardless of the number of hours they work; therefore, exempt employees are not eligible for overtime pay.

These figures adjust based on full time or part time status and allocated vacation time increases with length of employment.
