SUPERVISION RECEIVED AND EXERCISEDReceives direction from assigned supervisory or management personnel. Some positions may exercise technical and functional direction over, and provide training to, assigned staff.
This classification is responsible for the coordination of one or more programs in a County department or division. Incumbents have responsibility for independently coordinating and implementing the program’s goals and objectives; programs can be focused on either internal or external service delivery. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. Positions in this classification rely on experience and use independent judgment to ensure the program’s efficient and effective service delivery. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.
Positions in this classification may be assigned direct or lead supervisory responsibilities, although these are not preponderant duties, and, as such, absence of these duties do not exclude positions with primary responsibility for internal or external program coordination from inclusion in the class. Further, positions which supervise or lead staff do so in a working capacity, and, as such, also perform the work of program staff in delivering services.
This classification is distinguished from Program Manager classifications by a combination of factors which may include, but are not limited to, broader programmatic areas/span of control, a higher level of program staffing, responsibility for direct staff supervision, and increased budgetary control accountabilities.
Position Duties
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
- Plans, develops, and administers program policies and procedures; coordinates and directs the day-to-day operations of varied programs offering direct services and support to County clients, or to County internal departments and staff.
- Drafts and submits for approval a wide variety of policies, procedures, and plans for the execution of program operations; implements upon approval.
- Makes presentations to community groups and organizations regarding programs, services, and activities; attends various meetings, committees and conferences related to program goals and objectives.
- Assists in developing annual and multi-year plans and budgets for assigned program(s); maintains fiscal records; monitors expenditures to ensure that spending is within budgeted limitations.
- Assists in the development of agreements for assigned program by preparing scopes of work, agreement exhibits, or reviewing external contracts for compliance with assigned system of care requirements.
- Reviews and interprets grant requirements, legislation, codes, and regulations; makes recommendations to management for compliance with mandated requirements and implements management decisions; monitors program activities, policies, and procedures for compliance with grant guidelines and rules.
- May provide technical and functional direction to assigned staff; oversees work activities to ensure they are properly conducted; provides training on program operations; provides information to management on staff performance.
- Coordinates various activities in the ongoing administration of the program including, but not limited to, drills, preparedness exercises and training for staff to ensure they are sufficiently prepared for emergency response operations; serves in a liaison capacity with other agencies during emergency operations.
- Serves as liaison to community consortiums and committees; advises groups on and accounts for program activities; implements modifications as directed.
- Works with a variety of community organizations and individuals to arrange and coordinate services; conducts community outreach to increase awareness of program offerings and operations; and solicits support for ongoing program services.
- Confers with managers and staff in other departments and agencies to coordinate activities and resolve issues related to the program.
- Monitors inventory and, within established authority, purchases equipment and supplies needed for program operations.
- Directs the maintenance of and/or maintains accurate records and files; prepares reports, correspondence, and a variety of written materials.
- Assists in evaluating program effectiveness; recommends procedural changes to enhance program effectiveness and implements management directives.
- Generates and prepares a variety of reports on program metrics and submits to management.
- Performs related duties as assigned.
Minimum Qualifications
Some knowledge and abilities may be performed by positions at the entry (I) level in a learning capacity.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
EDUCATION AND EXPERIENCE
Education:
- Equivalent to an associate degree with major coursework in business administration, public administration, emergency management, or a field closely related to the assigned program operations.
Experience:
- Two (2) years of increasingly responsible administrative and/or technical experience supporting mental health and/or substance use disorder program operations.
LICENSES AND CERTIFICATIONS
Licenses:
- Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
SPECIAL REQUIREMENTS
Qualify for security clearance through a background investigation and fingerprint check; must be willing to work irregular hours as required; travel within and outside the County.
