Eugene Public Library is seeking service-oriented candidates for our Community Services Manager position who embody our mission: to provide equitable resources and opportunities for everyone to create a connected, caring, and inspired community.  

The Community Services Manager is a part of the library’s executive leadership team. It serves as a section manager for our Adult Services, Branch Services, Youth Services, and Circulation work groups. It is responsible for maintaining high-quality customer service and programming opportunities with a focus on community. This position requires a strong leader to support our fabulous team of supervisors, fostering a collaborative environment that promotes innovative library services. The leadership team is tasked with developing policies and standards that guide library operations, while also building partnerships with internal and external stakeholders to achieve strategic goals.

The ideal candidate will possess a high level of emotional intelligence, enabling them to enrich a human-centered service model that supports equity and inclusion within the library system. In addition to administrative duties, the Community Services Manager will handle various responsibilities such as facilitating meetings, analyzing data, creating reports, and addressing personnel matters. A strong ability to manage projects and clearly and effectively communicate is essential. The role demands a balance of competing priorities, ensuring that work is assigned appropriately and completed efficiently within set timelines. This role is part of our In Charge of Building team, and candidates with a strong trauma-informed approach and de-escalation skills are vital to supporting our community and library team. This position qualifies for Spanish or ASL bilingual pay.

The Eugene Public Library is part of the City of Eugene's Library, Recreation & Cultural Services Department. Excellence in action is observed every day in Eugene’s Public Library Division. This team is amazing and dedicated to building a better and stronger community. Library staff is highly regarded by the public for their knowledge, quality of service and caring and because of that, the Library benefits from strong community support. The community is served at three locations – Downtown, Bethel and Sheldon. Serving over 3,000 visitors each day, the Downtown Library has been an anchor in downtown Eugene since its opening in 2002. The Bethel and Sheldon Branch Libraries are vital to accessible service delivery for community members in underserved parts of the city. Eugene Public Library is known for its progressive, responsive service to patrons of all demographics and works hard to incorporate new and emerging technologies into programs and services. The library offers a diverse collection of materials in a variety of formats and consistently offers fresh educational and recreational programming. The Library is also supported by the active Friends of the Eugene Public Library and the Eugene Library Foundation.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA)

Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. 
with occasional weekends and evenings per business need.

Position Duties


  • Plans, organizes, maintains, and manages the processes and operations of an assigned Library program. Manages the activities of assigned program area to include: planning, implementing, administering and evaluating projects and services impacting Library operations.
  • Develops, recommends, and administers policies, procedures, and processes in support of library operations in assigned area of responsibility; implements and monitors compliance with approved policies, procedures, and processes.
  • Develops and standardizes procedures and methods to improve the efficiency and effectiveness of Library operations in assigned area of responsibility; continuously monitors and evaluates the service delivery methods and procedures and identifies opportunities for improvement; recommends improvements to the Director and implements new procedures and methods. 
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures in assigned area; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Director.
  • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for providing service; implements policies and proce­dures.
  • Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.
  • Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Ensures implementation and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
  • Depending on area of assignment, coordinates and monitors collection development for the section or work unit.   Answers reference questions and assists patrons doing research; refers patrons to appropriate agencies for information; assists patrons in selecting books for leisure reading; teaches library patrons how to use the library; locates or recommends reference materials for research or project-oriented requests; oversees interlibrary loans. Plans and implements adult and children's programs.
  • Responds to patron needs and complaints. Oversees volunteers in assigned area.
  • Attends and serves on a variety of City committees and task teams; attends and represents the Library at professional and community meetings as required; participates in division meetings and continuing education programs as appropriate.
  • Writes and administers grants.
  • May act in the capacity of the Library Services Director.
  • Performs other duties of a similar nature or level as required by management to meet the needs of the department.
  • The Community Services Manager will manage and support the daily operations, staffing, and service quality across various library locations within the City. Regular travel between branches to provide on-site leadership, assess branch needs, ensure consistent implementation of library policies, and foster communication and collaboration among teams.

Minimum Qualifications
Experience
Four years of increasingly responsible professional library or analogous (such as non-profit or government) experience, including one year of supervisory experience.

Training
Possession of a Master of Library Science degree from an American Library Association accredited college or university strongly preferred. Other relevant combinations of education and experience will be considered.

Background

Must pass a background check.


License

Valid Oregon driver’s license (or the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

  • Knowledge of library service needs of various populations - children, older adults, diverse groups - and resources to meet them.
  • Computerized cataloging, bibliographical and circulation system data bases.
  • Standards and procedures of selecting public library materials.
  • Basic budgeting procedures and techniques.
  • Appropriate books, reference materials, journals and electronic information sources used for recreational reading or research. Other libraries, agencies, “on-line” services, and their resources and how they can be utilized in augmenting library services.      
  • Impact of culture’s role in working relationships.

  • Developing and implementing Library programs and services which stimulate reader interests and are responsive to the needs of the community.

  • Effectively communicating both orally and in writing to convey information and to receive work assignments.

Other Qualifications

Working Conditions

Work is done generally in an office environment with correctable conditions such as lighting and room temperature. Work includes operating a computer and a variety of office equipment. May be required to sit, keyboard, or stand for extended periods of time. Regular focus on a computer screen. May be required to lift up to 20 pounds. May require attendance at meetings or activities outside of normal working hours. Occasional operation of a motor vehicle on public roads. May require dealing with difficult situations and distraught people. 

Bilingual Pay Benefit

This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.

Non-Represented Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%. From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. What to Expect from our Selection Process

Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required.
