About the Department

Under general supervision, to perform complex technical and clerical work of a highly specialized nature requiring the application of knowledge related to the Assessor's Office's, processing cycle and data processing systems, to evaluate documents and data for input and/or correction to the Assessor's data processing systems.

Position Duties

  • Reviews, evaluates, corrects and performs quality control on a variety of electronic data processing documents, systems and Assessor's source documents, to determine intended action, accuracy, completeness and that data conforms with all applicable codes, rules and regulations;
     
  • Reviews and reconciles complex assessments to ensure correct enrollment of values on the regular and supplemental rolls which requires frequent coordination of information with appraisal staff;
     
  • Conducts analysis of appraisal, assessment, and appeals data for accuracy and completeness and provides input regarding improvement of work flow processes;
     
  • Extracts, compiles, enters and corrects data and values within the Assessor's database systems according to established guidelines, to prepare for review and analysis by Appraiser, Auditor, or for final reconciliation at roll close;
     
  • Tracks various work assignments that includes billings, corrections, audits, appraisals and transfers throughout the organization, to ensure workflow continues according to schedule;
     
  • Coordinates, reviews and processes all public appeals regarding legal issues of reappraisal and monetary value of secured and unsecured property, to ensure a technical or procedural error has not caused the claim; processes changes or corrections as required;
     
  • Conducts sessions or explains  program changes, input errors, and procedures relative to data input and the processing of information within the Assessor's Office to Department staff, other county agencies, taxpayers, their representatives or outside agencies;
     
  • May be assigned as a Disaster Service Worker, as assigned;
     
  • Performs related work as required.

Minimum Qualifications

Sufficient education, training and experience that demonstrates the ability to perform the above tasks and the possession and application of the following knowledge and abilities:
 
Training and Experience: The knowledge and abilities required to perform this function are acquired through one (1) year of full time experience equivalent to an Assessment Clerk with the Santa Clara County Assessor's Office.

Knowledge of:
 
  • The multiple data processing systems of the Assessor's Office;
     
  • Policies, procedures, and laws relative to processing appraisal, assessment, and exemption records and files;
     
  • Practices and procedures for determining reappraisal status in cases of property transfers, including complex transactions such as those involving trusts and partnerships;
     
  • Policies, procedures, and statutory requirements of the Assessment Appeals processes;
     
  • Methods and terminology used in the process of title searching and in the examination of land titles and property descriptions;
     
  • Assessor's specialized software processes, source documents, data files, data processing control procedures.
Ability to:
 
  • Evaluate, access and correct data from source documents and data processing systems;
     
  • Interpret, access and research assessment related documentation to ensure appropriate enrollment of complex assessments;
     
  • Interpret and apply legal and procedural provisions relating to real property descriptions and transactions;
     
  • Schedule complex timetables, and coordinate procedures and statutory requirements of the assessment appeals process with the appellant, the Clerk of the Board, the Assessors Office and other public and private entities;
     
  • Read and interpret titles, property descriptions and related documents;
     
  • Meet production goals, adapt to changing priorities and work under pressure;
     
  • Utilize, learn and adapt to new software applications and data structures;
     
  • Communicate effectively to establish and maintain cooperative relations with those contacted in the course of business.
