About the Department

The Park District is currently recruiting to fill one (1) vacancy for Ecological Services Manager in the Stewardship Department. The Ecological Services Manager leads interdisciplinary teams and manages programs to protect the natural resources of the East Bay Regional Park District. This is an exciting opportunity to apply knowledge and expertise of regulatory programs to direct staff and lead cross-divisional projects. The Ecological Services Manager position will be focused on developing collaborative solutions to implement Park District projects in compliance with environmental regulations and to develop measures to protect and restore the unique biological resources of the East Bay.

WHAT YOU'LL BE DOING: 

Under general direction, plans, directs, and coordinates the Ecological Services Program in the Stewardship Department including ecological services, water resource management, and integrated pest management functions and services, and ensures the coordination of these services by working effectively with various Park District managers and representatives of environmental regulatory agencies; provides technical advice and assistance regarding environmental regulatory processes and the conservation, protection, and restoration of Park District natural resources for pre-acquisition planning, park development planning, and park operations and maintenance activities; and performs related duties as assigned.

  • Experienced in collaborating with state and federal regulators and meeting permit conditions for the management and protection of natural resources 
  • Experienced with developing programs and policies to protect natural resources

Position Duties


  • Plans, develops, implements and evaluates the Ecological Services Program within the Stewardship Department;
  • Manages ecological services, water resources, and integrated pest management to maintain compliance with environmental permitting laws and regulations;
  • Develops policies and programs to ensure adequate sources of clean water for drinking, swimming and other recreational activities and to assure compliance with relevant natural resource, water quality, and pesticide use regulations and standards in line with the Park District’s mission, vision and Master Plan;
  • Develops short- and long-term program plans, manages the implementation of field assessments and wildlife surveys to determine potential impacts from the Park District's maintenance and development projects;
  • Oversees the development and recommendation of project methods and consults with resource and regulatory personnel to negotiate and implement mitigation measures;
  • Assures monitoring and reporting for resource management, mitigation, and restoration projects are completed, submitted, and comply with regulatory requirements;
  • Assists the Chief of Stewardship in preparation of the annual departmental budget;
  • Manages the Ecological Services Program budget;
  • Supervises and evaluates, assigned staff consisting of professional, technical, support staff, and/or volunteers/interns, as well as consultants and contractors;
  • Manages Park District responses to health-related beach and facility closures, sewage spills, hazardous materials spills and other natural resource related emergencies;
  • Manages consultant contracts, environmental permitting, integrated pest management, water testing, and hazardous materials remediation and monitoring;
  • Coordinates investigation of hazardous substances on Park District lands and performs ongoing monitoring of closed landfills;
  • Serves as official for regulatory permits;
  • Manages, directs, and participates in highly complex and specialized planning projects and activities in the area of watershed protection and resource management;
  • Provides technical data relative to the preparation of environmental (CEQA / NEPA) documentation;
  • Coordinates with natural resource permitting agencies to acquire permits and to ensure projects are implemented in compliance with natural resource laws and regulations;
  • Represents department to other Park District departments and outside agencies and explains and interprets departmental programs, polices and activities;
  • Attends meetings, conferences, and serves as a subject matter expert on a variety of internal committees, work groups, and task forces;
  • May present to, or prepare material for, the General Manager and/or Board of Directors.

Minimum Qualifications

Education: A Bachelor's degree from an accredited college or university with major course work in biology, ecology, water resources management, chemistry, geography or a related field; 

AND

Experience: Five (5) years of full-time professional experience in environmental resources management, including one year of experience in a supervisory capacity.

OR

Substitutions: A Master's degree from an accredited college or university with major course work in biology, ecology, water resources management, chemistry, geography or a related field may be substituted for one year of the required experience.

AND

License or Certificate: Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.

Conditions of Employment: 

  • A Qualified Stormwater Pollution Prevention Plan Developer (QSD) certificate must be obtained within one year of appointment; maintenance of certification is a condition of continued employment in this classification.

  • Must pass a Level 1 Background Check.

  • Required to attend public hearings and other meetings which may be scheduled outside of normal work hours.


MANAGEMENT DESIGNATION:  This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.

Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
