About the Department

Directs and administers quality management programs in design, construction, and start-up operations of major Metro capital projects.

Position Duties

  • Schedules, plans, coordinates, and directs training, certification, team-building, and continuous improvement activities for all construction projects
  • Establishes and monitors short- and long-range goals, budgets, schedules, and strategies for quality and continuous improvement programs
  • Ensures quality requirements are included in all contracts for services, procurements, and construction
  • Reviews and approves consultant/contract personnel/vendor quality programs and qualifications of responsible staff
  • Identifies quality problems, then recommends and monitors solutions
  • Analyzes and develops appropriate quality staff levels within engineering management and construction management contracts
  • Directs the development and implementation of policies and procedures for quality and continuous improvement, including development, implementation, and maintenance of quality program manual; enforces quality program guidelines, standards, and procedures
  • Reports to management on quality program performance measures and effectiveness
  • Advises staff and management on quality concerns and solutions
  • Participates in vendor contract negotiations for consultant and as-needed personnel; negotiates and manages consultant contracts
  • Represents Metro with outside agencies and trade and professional organizations
  • Authorizes stopping work or shipments that do not meet quality standards
  • Supervises, trains, mentors, and motivates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education

    • Bachelor's Degree in Engineering, Construction, Architecture, or a related field; Master's Degree in a related field preferred

    Experience
    • Five years of relevant management-level experience in administering Total Quality Management programs for major capital projects

    Certifications/Licenses/Special Requirements
    • ASQ (American Society of Quality) Certified Manager of Quality/Organizational Excellence
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Licensed Professional Engineer (PE) preferred

    Preferred Qualifications

    • Experience applying quality management principles and practices in a major transit project environment
    • Experience working with external and internal stakeholders to successfully resolve quality related issues in a major transit project
    • Experience communicating, collaborating effectively with cross functional teams, to ensure operational success in office and field environment
    • Experience using, overseeing material testing technics during construction projects

    Other Qualifications



    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

    • Theories, principles, and practices of quality management and improvement and standards related to rail design, construction, and start-up operations
    • Inspection and materials/systems testing principles and techniques
    • Contract negotiation and administration
    • Applicable local, state, and federal, laws, rules, and regulations governing requirements and standards of quality management for a public transportation agency
    • Modern management theory

    • Planning, organizing, and directing the work of quality management functions

    • Mediation and negotiation

    • Manage sensitive information
    • Represent Metro before the public
    • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements

    • Supervise, train, mentor, and motivate assigned staff
    • Travel to offsite locations
    • Read, write, speak, and understand English
