About the Department
The Transportation District Employee Development Training Specialist is assigned to the Central Human Resources Office, Training and Development Section in Charleston but will be serving as the District 1 and District 2 trainer. The incumbent will be reporting to and working in District 1 (Kanawha, Boone, Clay, Putnam and Mason counties) and District 2 (Cabell, Wayne, Lincoln, Logan and Mingo counties). This position performs full-performance level work in ensuring training and development goals and objectives are met at an assigned DOT District Office. Position will be assigned in one of the following areas of assignment: Employee Development or Equipment Training. Duties include scheduling, organizing, and conducting required training classes, reserving facilities for such training, enrolling attendees for training, creating, and distributing training completion certificates, and forwarding log of attendees to agency Training and Development Section. Assists District Human Resources sections in scheduling and coordinating all required in-house training for the various job classifications at the district level. Serves as a consultant and advisor to management on identifying training gaps and performance improvement needs. Assists in development of the district training budget and monitors budget constraints throughout the fiscal year, requesting additional funds as needed, keeping district administrator informed of budget constraints. May provide input in policies, procedures, and workflow processes to improve efficiency. Travel is required for this position; therefore, a valid driver’s license will be required. In the area of assignment of a Transportation District Equipment Training Specialist, a valid class A or class B Commercial Driver’s License will be required within 6 months of employment

Position Duties
Transportation District Employee Development Training Specialist
• In conjunction with the Central Training and Development Section, coordinate and conduct required Agency training and District specific training.
• Prepare for delivery of training which includes reviewing training content, review and understand activities and content connection, ensure the availability of any props needed.
• Conduct prep-work for training classes to include making copies of training materials, room set-up and break-down when necessary.
• Assists District Human Resources sections in coordination, schedules, and informs employees of all required and available training.
• Functions as proctor for academic program participants’ testing
• Assisting with or providing computer-aided instruction
• Conduct formal needs assessments with key District personnel.
• On a limited bases and with management approval research and apply evolving trends, development, and applications in employee development including e-learning, to ensure that the unit offers the most effective and efficient adult training
• Assists District Human Resources sections in maintaining training data bases and spreadsheets on all employee’s training history and necessary training documentation records.
• Act as a liaison between Districts and Central Training and Development section.

• A valid class A or class B Commercial Driver’s License will be required within 6 months of employment
• In conjunction with the Equipment Training Academy, provides classroom and practical field exercises to transportation workers on the design, safety, preventative maintenance, and operation of the general/basic equipment in the Division of Highways fleet.
• Procure equipment and supplies as need for training.
• Assists Regional Equipment Trainer with local training pad. Monitors weather and pad condition to determine acceptability for daily use. Coordinates with others for pad maintenance and delivery of supplies.
•Trains/prepares employees for CDL Practical testing. Evaluates CDL trainees’ abilities prior to testing. Conduct basic training on basic/qualified equipment in accordance with guidelines set forth by the Equipment Operator Training Academy.
•On a limited bases and with Equipment Operator Training Academy approval, research and apply evolving trends, development, and applications in equipment training including e-learning, to ensure that the unit offers the most effective and efficient equipment training.

• Knowledge of general office procedures including typing, filing, and the use of a variety of office equipment including computer skills.
• Knowledge of basic data collection and retention.
• Knowledge of group processes, communication techniques and public speaking.
• Knowledge of basic research techniques.
• Knowledge of available training and staff development resources.
• Ability to conduct needs assessments in the evaluation of training and organizational development needs.
• Ability to develop and/or secure training and teaching resources.
• Ability to conduct classroom training workshops or seminars.
• Ability to present complex information to a variety of audiences.
• Ability to use technology and other types of equipment to present training.
• Ability to communicate effectively in a training setting; to effectively use small group facilitation tools.
• Ability to establish and maintain effective working relationships with others.
• Ability to resolve and/or manage normal training problems.
• Ability to analyze and interpret budgetary and technical data related to the area of assignment.
Other Qualifications
REQUIRED TRAINING/EDUCATION
- Bachelor’s degree from a regionally accredited college or university.
- Substitution: Experience, as described below, may be substituted for the required training/education through an established formula.
REQUIRED EXPERIENCE
- Required Experience is dependent upon the area of assignment:
Required Experience : Transportation District Employee Development Training Specialist
- Two (2) years of full-time or equivalent part-time paid experience in a technical or advanced clerical position providing administrative services, such as, training, budgeting, project monitoring and reporting, personnel, or related fields.
- Substitution: Successful completion of graduate coursework from a regionally accredited college or university in education, communication, human resources development, industrial relations, or related fields may be substituted for the required experience through an established formula.
- Special Requirement: A valid Driver’s License.

- Two (2) years of full-time or equivalent part-time paid experience in the operation of heavy equipment.
