About the Department

The City of Norfolk has a rich history of quality and innovative response to emergencies. Over 100 years of fire service response and over 30 years of pre-hospital emergency medical service (EMS) response have resulted in high service delivery standards for the members of Norfolk Fire-Rescue (NFR). Over the years, calls for service have changed and NFR's operational response has changed to meet the challenges.

NFR serves an area of approximately 66 square miles and provides coverage 24 hours a day, 365 days a year.  The department is comprised of 518 sworn firefighters and resources including: 14 Fire Stations, 14 Engine Companies, 7 Ladder Companies, 14 Medic Units, 2 Heavy Rescue Companies, and 2 Fire Suppression Vessels.

The City of Norfolk is seeking a Deputy Fire Chief who will be an effective leader with the skills to build a cohesive culture within the department while assisting the Chief in the implementation of major departmental growth and changes. The Deputy Fire Chief will assist in leading daily operations by ensuring effective, efficient, and safe service delivery and support services.

Position Duties

Essential functions include but are not limited to:
  • Manages personnel by determining goals and objectives, assigning and reviewing tasks, organizing, scheduling, training, determining policy, coordinating activities, allocating resources, supervising subordinates and interacting with inside and outside agencies. Evaluates and develops employees by advising, coaching, and recommending actions to personnel.
  • Provides administrative requirements by collecting, reviewing, and editing all incoming paperwork, disseminating information, maintaining records, and allocating personnel and resources.
  • Performs related duties by preparing correspondence, attending and chairing meetings and committees, attending training seminars, formulating, implementing, and tracking department budgets and reviewing and evaluating new technology and information relating to fire and emergency work.
  • Ensures compliance with the FLSA and other payroll related regulations, providing guidance for analytical studies and research projects, reviewing, editing, and making recommendations.
  • Coordinates special events by meeting with and providing input to event organizers, other departments, divisions, and city agencies to ensure the safety of the public and compliance with the fire code.
  • Supports the Fire Chief by evaluating incoming information, determining information routing and acquiring needed facts. Participates in Fire Executive Leadership Group and maintains an on-call function as a member of the executive staff.
  • Supervises personnel by participating in the recruitment, selection, and promotion of personnel, providing direction and development to personnel, conducting conferences with supervisory officers, and assuming command of major emergency incidents.
  • Assists with planning by developing and implementing policies and short- and long-range plans, administering budgets, and evaluating their effectiveness.
  • Develops personnel by overseeing training operations, developing training objectives, evaluating and counseling subordinates.
  • Administrates programs by coordinating emergency medical protocols, fire operations and suppression, paramedical services, fire prevention, fire and emergency medical services training, hazardous materials, and special rescue activities.

Minimum Qualifications

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained through formal higher education opportunities and/or advanced study or training in fire and EMS work beyond the high school equivalency. 

A Bachelor’s degree from a regionally or nationally accredited institution as approved by the Fire Chief and/or designee is required. Degrees in Fire Science, Emergency Medical Services, Public Administration, Management, or other related fields as approved by the Fire Chief and the Director of the Department Human Resources or designee, is preferred.

Five (5) years of Chief Officer experience in a major municipal setting. 

The preferred candidate will be able to demonstrate:
  • Proven track record of leadership and management in fire-rescue services, with a commanding personal presence and the ability to inspire and motivate others.
  • Exceptional communication and active listening skills to engage effectively with diverse stakeholders, both within the department and in the community.
  • In-depth knowledge of local, state, and federal regulations related to fire-rescue services.
  • Ability to make critical decisions under pressure and lead emergency response efforts.

Other Qualifications

  • Valid Driver's License. 
  • Virginia Department of Fire Programs Certifications in Fire Officer II.
  • National Incident Management System (NIMS) Incident Command System (ICS) 300 & 400.
  • Current certification as a Virginia Department of Health, Office of Emergency Medical Services, Emergency Medical Technician (EMT) - Advanced, Intermediate, or Paramedic with all associated requirements for each respective level or certification and current sanctioning by the City of Norfolk Operational Medical Director.
  • The Deputy Fire Chief is expected to maintain the Virginia Department of Health, Office of Emergency Medical Services, and Emergency Medical Technician certifications held when hired.
  • Successful completion of medical physical examinations and maintenance of health that establish medical fitness for duty as determined by a City of Norfolk contract occupational physician in accordance with the current edition of National Fire Protection Association (NFPA) 1582 “Standard on Comprehensive Occupational Medical Program for Fire Departments.”
  • When on call the Deputy Fire Chief must be able to arrive at a designated location in the City of Norfolk, within 45 minutes of the response notification
