Basic Function
Responsible for the overall management and daily operations of METRO’s Central Support and manufacturing facility including maintenance and preservation of assigned METRO assets, hiring and management of assigned personnel, development and management of approved operating and capital budgets and management of special records, reports and employee records. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures. Responsibilities and Specific Duties
- Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
- Oversees and monitors the daily operations of all departments within Central Shops and METRO Downtown lot which includes planning, scheduling and directing the mechanical work performed in Heavy Repair, Body Shop, Unit Rebuild, Battery Shop, Upholstery Shop and Buffalo Bayou.
- Oversees the supervision and observation of new maintenance employees in their daily responsibilities.
- Emphasizes the importance of safety, bus maintenance, service quality, mean distance between failures, driver/customer satisfaction and public comment. Accountable for safety to keep employee and vehicle accidents to a minimum.
- Responsible for disciplinary actions and resolutions. Participates in grievance hearings/arbitrations. Represents METRO at TEC/EEOC hearings as necessary.
- Inspects equipment for conformance with federal, state, OEM and METRO standards.
- Develops and implements new methods and procedures to improve safety, operations/production and minimize operating costs.
- Assists with the preparation and management of the annual capital and operating budget.
- Coordinates additional or special training requirements with METRO training staff.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Education Requirement
High school diploma or GED required. Bachelor’s degree in a related field preferred.
Years & Experience Required
Minimum eight (8) years progressive experience in a public transit environment; to include three (3) years supervisory/management experience. Overall experience with scheduling of workforce, union/labor grievances/issues, heavy diesel mechanics, preventive maintenance, paint and body repair, upholstery and sheet metal part manufacturing and extensive manufacturing overhaul/rebuild experience with diesel engines and transmissions.
Knowledge & Skills Required
Knowledge of material planning and budget development process control. Working knowledge of labor agreements and related processes. Strong human relations and communications (written/verbal) skills. General knowledge of PC’s and related software.
