About Our Team

The Inclusion, Diversity, Equity, and Accessibility (IDEA) Subdivision at DPL serves as a strategic consulting and organizational change team dedicated to embedding inclusion, equity, diversity, and accessibility into all aspects of DPL’s internal operations and external services. With a focus on empowering staff, aligning policies and practices with equity principles, and fostering a culture of inclusion and belonging, the subdivision seeks to address systemic inequities and operationalize equity across DPL’s work. The team provides tailored support while ensuring equity is a shared responsibility across the organization.

About Our Position

 The Denver Public Library (DPL) is hiring a Language Access Administrator to direct the implementation of a systemwide Language Access Program (LAP) that ensures all individuals, regardless of English proficiency, disability, or communication method, can meaningfully access DPL’s programs, services, and communications. This position is responsible for maintaining and administering the program, ensuring compliance with Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA) Titles II & III, and aligning DPL’s multilingual services with community needs and organizational goals.

As a program administrator, this role recommends, develops, and modifies policies, procedures, and tools that guide interpretation, translation, alternative communication access,  and multilingual engagement efforts across the library system. The administrator also monitors utilization and compliance, supports internal departments and city partnerships, and ensures that language access and broader accessibility planning reflects DPL’s commitment to accessibility, inclusion, and equitable service delivery. 

This position will report to the External Accessibility Manager. 

What You Would Do

Key responsibilities include but are not limited to the following:

  • Lead and coordinate the implementation of the Language Access Program (LAP), including the development of systemwide goals, procedures, standards, and performance indicators.

  • Recommend, develop, and modify language and communication access policies, translation and interpretation guidelines, and procedures based on stakeholder feedback and evolving community needs.

  • Conduct comprehensive program audits and needs assessments to evaluate the effectiveness, utilization, and impact of language access and accessibility efforts.

  • Analyze data to identify trends, gaps, and opportunities for improvement, and prepare detailed reports and recommendations for leadership.

  • Ensure compliance with Title VI of the Civil Rights Act, as well as applicable local, state, and federal laws, organizational objectives, and equity-related regulations.

  • Monitor legislative and regulatory changes affecting language access and accessibility, advise internal stakeholders of necessary updates, and ensure program alignment with legal standards.

  • Collaborate with cross-functional teams—including Programming, IT, Facilities, and Books & Borrowing—to embed accessibility, language access and communication accommodation practices into core library services.

  • Provide technical and programmatic support to internal departments, including guidance on integrating multilingual services and communication access into customer service, outreach, and communications.

  • Liaise with external partners, including City agencies, contractors, and community organizations, to share best practices and manage vendor relationships.

  • Oversee and manage language access contracts and procurement processes to ensure quality, compliance, and cost-effective service delivery.

  • Support grant-related initiatives, presentations, and language access planning through data tracking, content development, and strategic input.

What You Would Bring

  • Experience leading or administering programs that serve multi-lingual and disability diverse communities.

  • Knowledge of accessibility and language access laws, best practices in translation/interpretation, and culturally responsive service delivery.

  • Strong project management, policy development, and data analysis skills.

  • Excellent communication, collaboration, and relationship-building abilities.

  • A strong communicator who can translate complex accessibility and equity concepts into practical steps, facilitating workshops and engaging constituents.

  • An adaptive problem solver who navigates resistance with nuance and develops solutions that foster systemic change and inclusion.

  • A lifelong learner who is reflective, open to feedback, and committed to evolving IDEA practices based on new insights, community needs, and policy shifts.

Minimum Qualifications:

  • Bachelors' degree in Public Administration, Management, Sociology, Psychology, Political Science, Organizational Development/Leadership, IDEA Management, Educational Leadership, or relevant area of expertise

  • Three (3) years of professional/technical experience organizing the administrative aspects of a program(s).

Substitutions:

  • One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education such as technical training may also be substituted for the minimum experience requirement.

Preferred Qualifications:

  • Experience managing language access or equity-related programs in a public or nonprofit setting or organizations receiving federal funding.

  • Previous work experience with extensive public contact serving diverse customers; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job described above.

  • Demonstrated knowledge and understanding of best practices in organizational inclusion, diversity, equity, and accessibility, particularly through a racial equity, social impact, and intersectional disability lens.

Work Environment

Our locations are situated in public spaces, and our work areas are shared and collaborative. This dynamic environment involves frequent interaction with a diverse range of customers and team members, requiring a high degree of flexibility, adaptability, and responsiveness. Team members must be able to manage multiple types of requests, each demanding varying levels of attention, focus, and care. At times, the work can be fast-paced and emotionally demanding, requiring strong emotional regulation and de-escalation skills. Throughout, maintaining a high standard of customer service and professionalism is essential.
