Summary

 

This position will serve as a coordinating role across the Planning Department, with a particular focus on portfolio management, program formation, project management, cross-division coordination, and communications with internal and external stakeholders about Planning initiatives. The Senior Manager will be responsible for ensuring that the Planning Department is aligned with MTA and C+D goals and priorities and that the results of these activities are presented in an accurate, understandable, and timely manner.

 

The Senior Manager will help shape the development of the MTA's capital plans. He will interface with local, regional, and national stakeholders on matters related to MTA assets, climate initiatives, development projects, regional policy, and capital plans.

 

Responsibilities

Ensure the Planning Dept is working as a team to achieve annual C+D goals.

 

Help set priorities to maximize agency-wide efforts.

 

Work closely with the Deputy Chief Development Officer to develop and implement Planning's strategic goals and objectives.

Manage cross-agency coordination for Planning projects with NYC Transit, Long Island Railroad, Metro-North Railroad, and Bridges & Tunnels.

Manage planning special projects and initiatives.

Ensure positive and productive relationships with internal and external stakeholders.

 

Contribute to the formation and implementation of capital objectives and strategies for the MTA.

 

Guide the development of long-range planning strategies, documents, projects, and communication tools, including those that support the MTA's Twenty-Year Needs Assessment and Five-Year Capital Plan processes.

 

Lead employee engagement initiatives and communication across the Planning Dept, including regular staff meetings.

 

Manage staff and consultants to advance deliverables and provide timely and thoughtful feedback that improves the quality of deliverables.

 

Facilitate improvements to capital planning processes, including the development of planning tools, improvements to digital platforms, asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and cost-effectiveness.

 

Creating the means for thoughtfully integrating various planning activities across the MTA and region.

 

Developing and presenting planning information, processes, and results to stakeholders.

Creating new and meaningful means for public communication of – and public input into - MTA's capital planning.  

Liaise regularly with the President's Office and MTA HQ.

 

Guiding and developing staff. 

 

Education and Experience

 

A Bachelor's in urban Planning, engineering, public administration, or a related field.

Master's Degree preferred.

Must have a minimum of eight (8) years of relevant experience, preferably in transportation.

Must have at least four (4) years in the management of large projects, or supervisory role in a multi-faceted organization.

An equivalent combination of education and experience may be considered.

Master's Degree preferred. 

AICP or PE a plus.

Competencies:

Strong writing and presentation skills.

 

Strong supervisory and technical skills, including proficiency in MS Office, project management, data analytics, visualization tools, and spatial analysis using GIS or similar mapping tools.

 

Ability to perform in-depth qualitative and quantitative analyses using a variety of tools and datasets.

Strong time and task management skills with the ability to manage multiple projects and deadlines, and maximize the output of a small staff.

Effective communication skills with a wide set of audiences.

Knowledge of the MTA regional network and operating context, as well as local, state, and federal transportation policies.

The ability to work with both senior-level staff and technical personnel on a diverse array of issues.

The ability to interface with senior political representatives and a diverse set of stakeholders.
