Position Summary
The Property Manager has the responsibility for all aspects of maintaining the organization’s supportive housing apartment complex for disabled adults.
The Property Manager is responsible for all aspects of maintaining the apartment complex: tenant orientation, apartment assignment, lease review and signing, enforcing apartment rules and policies, apartment inspections, maintenance negotiations, tenant conflict mediation, community awareness and client advocacy. He/She encourages involvement in and enjoyment of the apartment community by the residents. The Property Manager works in conjunction with appropriate corporate staff in ensuring compliance with all regulatory standards, HUD, and that all risk management issues are addressed according to Growing Home SE policy.
Essential Duties and Responsibilities
- The essential functions include, but are not limited to the following:
- Continuously assess and practice risk management.
- Prepares apartments for tenant occupation.
- Orients all tenants by reviewing the tenant handbook, apartment rules, tenant lease agreement and provides a tour of the apartment complex and apartment.
- Maintains tenant files, including appropriate paperwork and/or filing as required by funding sources to include proper and timely upkeep of file entry via GHSE electronic database.
- Assigns apartments based on funding criteria.
- Continuously observes clients daily living habits and reports pertinent information to the Leaphart Director and/or Mental Health Counselor
- Receives and reviews Leaphart Place applications as well as participates on tenant screening committee as needed by Leaphart Director.
- Weekly walk through of apartment complex including common areas and grounds
- Inspect individual apartments on a weekly basis. Conducts a follow-up inspection on major discrepancies.
- Negotiates maintenance contracts and supervises the maintenance process.
- Reports and/or takes maintenance requests and pass on to maintenance personnel.
- Assist with the collection of rents and providing all collections/information to the Finance Department.
- First response to emergencies including the proper documentation and notification of relevant parties.
- Promotes & markets Growing Home SE with Leaphart Director as a visible, innovative leader in services to youth and families by maintaining positive community relationships.
- Maintains a professional and good working relationship with tenants to include advocating on behalf of tenants when appropriate.
- Works closely with the Leaphart Director and Supervisor of Performance and Quality Improvement to ensure compliance with all regulatory standards and that all risk management issues are addressed according to Growing Home SE policy.
- Works closely with the Leaphart Director to create, promote, and provide meaningful programming for the tenant base.
- Establishes a network of professional resources, maintains a professional knowledge base by attending educational workshops, reviewing current professional publications, and participating in professional societies/associations.
- Maintain SC Tenant Landlord Property Manager License.
- Maintains and updates Leaphart Place manuals and forms as needed
- Participate as a member of the Midlands Area Consortium for the Homeless (MACH) and attends meeting regularly.
Supervisory Responsibilities
Maintenance Personnel
- Completes all evaluations associated with the Maintenance Personnel position and does so within the required timeframe.
- Provide coaching to help the Maintenance Personnel refine their skills, unlock new abilities, and achieve their professional development goals.
- Assist in hiring and training Leaphart Place staff on departmental policies and procedures and ensure that ongoing training is being strictly adhered to.
- Community Contacts: County and state referral agency representatives; local, county and state elected officials; and community service representatives.
Physical Demands and Work Environment
Employee is expected to be present on the property during posted business hours. Leaphart Place consists of 20 single level dwellings arranged within four quads. The property management office is located at the front of the property entrance and includes a common area for tenants as well as a dedicated therapy space for DMH. The property management office is climate controlled and has central heating and air. This position does require the ability to traverse the complex which can result in exposure to the elements on occasion. The property is ADA compliant. While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard. Employee should have the ability to work in a confined area and sit at a computer terminal for an extended period of time. Light to moderate lifting may be required not to exceed 15lbs. The work environment may be subject to a moderate noise level consistent with the following: business office with computers, phone, printers, and light traffic.

Requirements
Minimum Qualifications (Knowledge, Skills, and Abilities)
The Property Manager must have a Bachelors or extensive experience in property management. Must hold a SC Property Manager in Charge license or be willing to complete PMIC within 90 days of employment. Must possess an understanding of the developmental needs of disabled adults. Ability to advocate for tenants and maintain the safety, cleanliness and security of the apartment complex.
The Property Manager must be committed to understanding and conducting their work consistent with Growing Home Southeast’s mission, values and core principles and exhibit organizational citizenship.
