About the Department

Under the direction of the Police Chief, and as a member of the management team, performs supervisory activities of assigned personnel; plans and directs the parking enforcement and animal control operations; trains and supervises staff of parking enforcement and animal control; collects and audits revenues; maintains records; assumes responsibility for assigned special programs, projects, Department-wide functions or activities with other agencies; performs a variety of administrative and technical tasks relative to a primary or collateral assignment. Performs work under general instructions, but within established policies and procedures; performs related duties as required to achieve successful results in support of the City's mission, goals, policies and objectives.

Position Duties

This position is accountable as a supervisor and management team member to perform operational and support duties and services included but not limited to:

  • Provides initiative as a leader to achieve positive, timely results for the organization; supervises, plans, prioritizes, assigns and evaluates the work of personnel.
  • Performs tasks in a variety of routine and complex public safety assignments in animal control, parking enforcement and other assigned municipal services.
  • Performs the duties, responsibilities and expectations of the municipal services officer classification.
  • Works irregular hours including days, evenings and nights, including weekends and holidays
  • Must be available for call-back and automatic return to work with a reasonable response time during off-duty hours for major emergencies, disasters, critical incidents and as otherwise required.
  • Manages, schedules, plans, trains and coordinates shift personnel and unit activities to ensure the safety of the public and outstanding internal and external customer service; ensures the equitable implementation of laws, policies and procedures and performance standards.
  • Manages the maintenance and repair of the City's parking meters
  • The collection and auditing of all parking meter revenues
  • All parking permit processes
  • The citation administrative appeal processes.
  • Conducts inspections of personnel, programs and equipment.
  • Uses computer equipment and software to input, extract, review, and analyze information and data used in the investigation of animal control, parking enforcement and quality of life issues.
  • Reviews and monitors contracts for parking citation processing and animal control.
  • Reviews pending aggressive canine cases and ensures compliance with State and local laws.
  • Responds to citizen complaints regarding department personnel, animal concerns, and parking problems.
  • Responds to major incidents reported to the Police Department involving animal control and parking enforcement
  • Comprehends and supports the Incident Command System/Standardized Emergency Management System (ICS/SEMS/NIMS)
  • Assumes the role of the Municipal Services Supervisor as needed for the situation
  • Ensures the safety of animal control and parking enforcement personnel for the achievement of the incident objectives and the efficient use of municipal services resources.
  • Performs duties in conformance with Federal, State, County and City laws and ordinances and takes appropriate action
  • Interprets and applies laws, regulations, policies, procedures and precedents firmly, courteously, tactfully and impartially to achieve successful results in support of the Department's mission, goals and objectives.
  • Understands and follows directions
  • Coordinates activities with supervisors, co-workers, other City departments, the courts and other law enforcement and government agencies
  • Maintains liaison with community groups.
  • Reviews and approves reports, relative to animal control and parking enforcement, for sufficiency and accuracy, and recommends corrections.
  • Attends City Council, Commission, community and other meetings as assigned.
  • Conducts regular performance evaluations of personnel
  • Gives frequent and specific feedback about personnel performance
  • Holds co-workers accountable for doing their jobs and celebrates accomplishments and successes.
  • Coaches, trains, and mentors for professional success.
  • Recommends, implements and maintains discipline and ensures adherence to Police Department and City rules and policies.
  • Assists in the preparation and administration of the Department budget
  • Reviews, evaluates, develops and coordinates programs, policies and procedures for department operations, including the oversized vehicle program
  • Monitors the revenue derived from parking citations.
  • Provides sound decision making skills and critical thinking to provide professional recommendations, decisions and completed staff work.

CLASSIFICATION
The position is exempt under the Fair Labor Standards Act and is a member of the classified service.

Minimum Qualifications

QUALIFIFICATIONS

Any combination of training, education and experience which demonstrates ability to perform the duties of the position. 
The position's expected competencies are to provide sound decision-making skills and critical thinking to professional recommendations, decisions and completed staff work. 
The position also requires the initiative to achieve positive, timely results for the organization while maintaining interpersonal, customer service, diplomatic skills and ethical conduct. The results of the applicant's last annual performance evaluation will be considered.

The applicant must:

  • Possess a High School Diploma or G.E.D. equivalent
  • Be a United States citizen or resident alien who is eligible and has applied for citizenship.
  • Be 18 years of age prior to appointment.
  • Possess a valid Class C California operator's license issued by the California Department of Motor Vehicles.
  • Possess a California Penal Code 832 certification within one year of appointment.
  • Possess a California Penal Code 597-597.1 certification within one year of appointment.
  • Possess Administrative Hearing examiner certification within one year of appointment.
  • Complete the "Less than Full Access" user training.
An Associate's or Bachelor's degree from an accredited college or university is highly desirable.

Bilingual Spanish, Vietnamese, Korean, German and other languages are highly desirable.

Knowledge of:
  • State and local regulations and procedures related to the operations of animal care and control activities and parking enforcement functions and practices.
  • Principals of leadership, administration, and supervision.
  • Budget principals, fiscal management and control.
  • Enforcement and investigative matters regarding animal control and parking enforcement.
  • Current laws, practices and applications regarding municipal services.
  • Correct written and verbal use of the English language.
  • Research and composition of training manuals and manuals specific to animal control and parking enforcement
  • Court orders and dispositions regarding animal control and parking enforcement cases.
  • Federal, state and local laws and court decisions relating to animals and parking.
  • City geography including streets, parks, schools and critical facilities.
  • Occupational hazards and standard safety precautions.
  • Principles and practices of personnel management and labor relations.
Ability to:
  • Exercise sound judgment in evaluating situations and making decisions.
  • Work shifts, weekends, holidays, irregular duty assignments.
  • Work independently.
  • Wear a Department approved uniform.
  • Use a police radio, personal computer, common office software and specialized law enforcement software.

  • Interpret and apply applicable provisions of state and local codes and other regulations and procedures.
  • Develop and implement a program to ensure compliance with State and local laws in the treatment, licensing, quarantine and disposal of animals.
  • Authorize and facilitate the treatment of sick and injured animals.
  • Provide assistance in the resolution of complex vicious dog incidents.
  • Exercise judgment, decisiveness and creativity required in sensitive animal care situations.
  • Conduct audits of parking meter coin and citation revenues.
  • Evaluate requests for changes in parking regulations.
  • Develop and administer specialized parking programs.
  • Prepare and assist City staff in the analysis and revision of City ordinances, resolutions and staff reports.
  • Write clear and concise reports and type at a speed necessary for successful job performance.
  • Express self in clear and concise manner as well as gain compliance with instructions given to City personnel and citizens.
  • Evaluate and document staff performance.
  • Work under hostile and stressful conditions for periods of time.
  • Establish and maintain cooperative working relationships with those contacted in the course of work and with the general public.

Due to the sensitive nature, high security environment, and value of license and citation revenues, candidates shall pass the designated City examinations prior to being given a conditional offer of employment.

The position requires meeting the physical employment standards for the position.
