About the Department
Sutter County is looking for an Accounting Technician. Under general supervision, performs a variety of technical accounting duties in an assigned functional area of responsibility; researches and responds to questions from department staff, members of the public, other County departments, and outside agencies; maintains and compiles a variety of financial and statistical reports; and performs related work as required.

Position Duties
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other related duties may be required and assigned.
1. Performs a variety of technical accounting duties in the preparation, maintenance and review of financial records and reports in assigned area.
2 Audits and prepares collections, deposits, journal entries, and/or claims; posts to computerized accounting system, ensuring allocation to correct fund/department.
3. Researches and resolves financial or statistical discrepancies.
4. Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports and records.
5. Assists in processing County payroll, revenue, property taxes, sales tax and general ledger functions as assigned; prepares, maintains, and balances complex accounting records.
6. Prepares journal entries; performs month and year-end closing of accounting records.
7. Develops and maintains accounting systems; provides technical instruction to department personnel regarding accounting procedures and methods; assists other departments with review and balancing of accounts.
8. Advises department staff and/or staff in other County departments on technical accounting issues and proper accounting procedures.
9. Prepares and maintains budgets; reviews and authorizes expenditures; distributes costs to proper accounts and activities; assists with the reconciliation of annual budget.
10. Coordinates revenue and expenditure activities with other County departments.
11. Distributes costs of labor, materials, and supplies to proper cost control accounts.12. Builds and maintains positive working relationships with co-workers, other County employees and the public using principles of good customer service.
13. Performs related duties as assigned.
EXAMPLES OF MARGINAL DUTIES
1. Reviews timecards and monthly work orders to ensure proper billing of services.
2. Maintains inventories.
Minimum Qualifications
Knowledge of:
Basic principles and practices of financial record keeping; basic governmental accounting principles; modern office equipment and methods including use of computer applications in word processing, spreadsheets, databases and financial applications; accounting methods related to the processing and recording of financial information; principles and practices of routine analytical techniques; customer service principles and problem resolution techniques; Federal, State and local laws, policies and procedures related to area of assignment.
Ability to:
Understand and interpret principles, procedures, policies, and regulations related to fiscal record keeping and accounting functions; research and compile technical and financial information; make accurate mathematical calculations; maintain ledgers and journals; analyze data, identify and resolve discrepancies; complete and reconcile various accounting statements; work independently in the absence of supervision; communicate clearly and concisely, orally and in writing; work with various cultural and ethnic groups in a tactful and effective manner; establish and maintain cooperative relationships with those contacted in the course of work.
Education and Experience:
Equivalent to acquiring an Associate’s degree in Accounting, Business Administration or related field, from an accredited college or university, and three years of progressively responsible experience performing clerical accounting duties; or any combination of education and experience that provides equivalent knowledge, skills and abilities

Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, filing, data entry, and/or use of calculators, ten-key adding machine, or other office equipment or supplies; may involve extensive VDT exposure.
Disaster Service Workers:
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.
License or Certificate:
This classification may require a valid California driver’s license.
