Working under administrative supervision and with moderate difficulty, this position is responsible for providing administrative support to NACOG’s Home Rehabilitation Program, from initial communication with clients to maintaining digital files. This position is also responsible for assisting with providing technical assistance and administrative support to communities and counties throughout the NACOG region in the development, implementation, and completion of Community Development Block Grant (CDBG) activities, with a focus on Davis-Bacon Labor Standards and Section 3 tracking and documentation.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Independently conducts all administrative activities involved in the implementation of the Home Rehabilitation Program, from reviewing applications to advertising for bids
- Determines household eligibility through document review, researching public databases, income qualifying, and ranking applicants
- Serves as a main point of contact for public inquiries, screening applicants and providing program information and resource referrals to the public
- Compiles necessary documentation for CDBG and HOME grant applications
- Contacts regulatory agencies and completes environmental review records for CDBG projects
- Prepares bid packages and submits ads for the CDBG contractor procurement process
- Prepares performance and closeout reports to be submitted to the AZ Dept. of Housing
- Conducts labor standards monitoring and payroll reviews for CDBG construction projects
- Prepares billings for CDBG and HOME projects
- Develops systems and forms necessary for effective and efficient program operation
- Develops and maintains CDBG and HOME files necessary for documenting program compliance
- Prepares for CDBG and Housing project monitoring by the AZ Dept. of Housing
- Other related duties, as assigned.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s Degree from an accredited college or university in Public Administration, planning, or other related field of study; and a minimum of three years’ experience in administration, or other related field OR an equivalent combination of education, training, and experience which demonstrates the ability to perform the duties of the position.
