The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 11 universities, a comprehensive health science center, eight state agencies, and the RELLIS Campus. Job Description Summary:
The Texas A&M University System CIO (SCIO) is responsible for coordinating the A&M System’s information resources, including ensuring the effectiveness, confidentiality and efficiency of member’s information resources. The SCIO leads Information Technology (IT) strategy development and implementation; IT system reliability and security; data management; and shared IT resources throughout the A&M System. The SCIO will collaborate with system members, including the system offices, with a service-oriented mindset to ensure IT systems support A&M System goals, objectives, policies, procedures and initiatives as specified by the Chancellor. The SCIO will also coordinate with external parties, including legislative bodies, state agencies and vendors, to support the A&M System. The SCIO advises the A&M System leaders on IT strategic initiatives, modernization, procurement and security risks.
Responsibilities:
- Develop and implement Information Technology (IT) direction and IT strategy for The Texas A&M University System to ensure IT systems support A&M System goals, objectives, policies, procedures, and initiatives as specified by the Chancellor.
- Manage IT goals and timelines for strategic projects.
- Collaborate with A&M System members to identify and execute IT initiatives.
- Develop and maintain a governance structure that establishes a systemwide IT vision, reduces redundancies, and improves security.
- Develop, communicate, support and manage compliance with the A&M System IT budget.
- Assist with development and compliance with A&M System member technology budgets and provide consultative input on IT performance to A&M System members.
- Ensure A&M System member adoption and implementation of appropriate IT policy including security, processes, state and federal regulations, and A&M System rules and procedures.
- Provide executive leadership for managed IT services and projects.
- Support innovation at the system offices and for A&M System members.
- Provide strategic IT briefings to the Board of Regents, Chancellor, System CEOs and Presidents, CIOs, and CFOs.
- Chair the Executive IT Council, the CIO Council, and the System AI Council.
- Lead and participate on other System IT-related councils.
- Engage with external stakeholders including legislative councils, other state agencies, vendors and related organizations to advance A&M System priorities.
- Identify opportunities to create, curate, and maintain system-wide IT contracts to achieve competitive pricing, reduce procurement burdens, and leverage bulk purchasing power for cost-effective technology solutions.

Education and Experience:
- Bachelor’s degree or an equivalent combination of training and experience.
-Ten years working in Information Technology (IT) with experience as Chief Information Officer (CIO) or in a senior IT leadership position with sole responsibility for IT in a major organization.
Registration, Certifications, and Licenses:
- Ability to obtain DoD and DoE security clearance.
Knowledge, Skills and Abilities:
- Knowledge of IT strategy, direction setting, budgeting and planning skills for organization-wide IT initiatives and projects.
- Knowledge of and familiarity with emerging technologies such as artificial intelligence, machine learning or blockchain technologies.
- Leadership skills in directing, mentoring and coaching other CIO and senior IT resources.
- Strong business acumen.
- Skill in communicating complex technical information in non-technical terms.
- Skill in managing IT budgets, negotiating with vendors and monitoring cost-effectiveness.
- Skill in leading transformation and innovation across business processes.
- Skill in working with the legislature and the legislative appropriation process.
- Skill in negotiating with vendors and clients to obtain favorable contracts.
- Ability to listen for understanding and build consensus among diverse interest groups.
- Ability to work with non-technical leadership to set goals and plan and communicate initiatives, performance and results.
- Ability to travel frequently.
- Ability to multi-task and work cooperatively with others.
Preferred Qualifications:
Preferred Experience:
- Experience with the full lifecycle of innovative and transformative projects across multiple business units.
- Experience with state and federal regulatory compliance, including accessibility (Section 508/WCAG), FERPA, HIPAA, research data compliance, cybersecurity mandates, and state-specific IT security requirements.
- Experience in the management and operation of secure, classified systems, including SIPRNet and Department of Defense (DoD) and Department of Energy (DoE) cybersecurity frameworks.
- Experience aligning IT with business objectives for a multibillion-dollar entity, with success uniting multiple business units with strategic IT initiatives.
- Certification(s) in related and relevant technology field(s).
Preferred Education:
- MBA or other advanced degree, with demonstrated experience in business operations, strategy, or development.
