Definition of Classification & Job Title:

The Housing Navigator plays a vital role in supporting families experiencing housing instability by building partnerships with landlords, coordinating housing placements, and connecting families to community resources. This position requires a strengths-based, trauma-informed approach and the ability to work independently in the field. The Housing Navigator works collaboratively with families, landlords, service providers, and community partners to promote housing stability and prevent homelessness. Hours may require some flexibility, based on accessibility of families.

Program Specific Duties:

Client Engagement & Case Support

  • Complete needs assessments for youth and families and establish supportive, goal-oriented partnerships As needed.
  • Conduct home and community visits independently; maintain safety awareness and follow CAPC field safety and risk protocols.
  • Build rapport and trust with families to promote engagement in services and support their self-sufficiency.
  • Use a family-centered, strengths-based, and trauma-informed approach in all interactions.
  • Assist families in completing housing applications and navigating housing-related processes.
  • Support families in accessing and navigating community resources as identified in assessments or observed needs.
  • Collaborate with school district homeless liaisons to ensure educational stability for school-age youth.

Landlord Engagement & Housing Coordination

  • Develop and maintain a database of housing providers, especially those open to clients with housing barriers (e.g., poor credit, evictions, criminal history).
  • Build and maintain a resource list of available units and refer families based on their preferences and eligibility.
  • Conduct ongoing outreach to landlords and property managers to promote housing programs and incentives.
  • Attend housing coalition meetings, landlord forums, and networking events to build relationships and promote partnerships.
  • Provide training and presentations to landlords on housing programs, tenant rights, fair housing, and working with vulnerable populations.
  • Serve as the main point of contact for landlord inquiries, concerns, and complaints.
  • Offer continued support to landlords to ensure successful tenancies and prevent evictions.
  • Facilitate problem-solving between tenants and landlords and educate both parties on tenant rights and responsibilities.

Data Management & Reporting

  • Maintain accurate and timely case documentation using HMIS and/or equivalent systems.
  • Track landlord partnerships, available units, housing placements, and other program outcomes.
  • Provide data and reports to supervisors and funders as required to support program evaluation and compliance.

Outreach, Networking, and Collaboration

  • Foster teamwork and collaboration with CAPC staff, service providers, and partner agencies for coordinated case management.
  • Participate in health fairs, community events, and public outreach opportunities to promote program visibility.

Other Duties

  • Assist the Program Manager with special projects or additional responsibilities as needed.


Minimum Qualifications 

 

Education:  Graduation from an accredited four year college or university with major course in social services, child development or a closely related field, preferred.  

 

Experience:   Two years of relevant experience working with children and families. 1 year experience working directly with unhoused required.  


Knowledge of:  Child welfare issues, Childhood development, and child abuse issues. Knowledge of community-based and social networks and resources.
