The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is seeking a visionary and dynamic Director, Forensic Juvenile Justice Services to serve in our Forensic Administration department.  In collaboration with the Division's Budget Manager, the Director of Forensic Juvenile Justice Services is responsible for projecting, controlling and meeting budgets in accordance with Agency & Financial guidelines and controls. Responsible for overseeing adequate staffing patterns, meeting performance targets and compliance for supervised programs. Provides administrative leadership and supervision to practice managers within the Division. Responsible for overseeing the delivery of best practices in quality care to all consumers equitably in the following programs: Youth Diversion Center, Transition Clinical Services, Transition Psychiatric 
& Medication Management, TCOOMMI Jr, TRIAD Prevention, and TRIAD Forensic Evaluation. Requires effective collaborative working relationships with Harris County Juvenile Probation Department (HCJPD), Harris County Resources for Children and Adults (HCRCA), and the Texas Correctional Office on Medical and Mental Impartments (TCOOMMI) and various local/state funders/community stakeholders. Works in collaboration with other Divisions and support departments within the Agency to achieve Division goals and objectives. Responsible for program planning and implementation inclusive of utilization management oversight. This position requires travel, flexible work hours and on call status.

Your Role in Action:

  • Provides leadership through coaching and mentoring supervised staff toward achievement of desired division/agency goals and objectives.
  • Develops, prioritizes and implements relevant goals, objectives and processes to meet agency mission, contract performance targets/requirements, divisional productivity targets, Medicaid, and other regulatory requirements related to the delivery of clinical care.
  • Reviews all data available to ensure compliance with contract performance targets, quality management audits and other regulatory requirements and assures  processes are instituted for correction of non-compliant areas
  • Projects programmatic budgetary needs according to operational priorities and available divisional financial resources.
  • Monitors achievement of budgetary targets (expenses and revenue) for programs supervised and assures correction for unacceptable variances.
  • Effectively utilizes Agency resources to meet changing operational needs of supervised programs.
  • Supervises and evaluates the work performance of the Division Practice Managers to facilitate optimal performance.
  • Responsible for assuring that practice managers maintain established productivity standards for staff in supervised programs.
  • Works collaboratively with community and state agencies in program planning and implementation.
  • Performs other related duties as assigned.
  • Contributes to suicide care and prevention by embracing our values and applying a trauma-informed approach rooted in safety, trust, choice, collaboration, and empowerment.

What qualifications you will need:

Education:

  • Master’s degree (M.A.) or equivalent
  • Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC) or Licensed Marriage and Family 
    Therapist (LMFT).

Experience:

  • 5 years’ experience working in a mental health setting
  • At least 5 years management experience supervising staff and managing budgets

Required Knowledge, Skills & Abilities:

  • Strong communication skills- listening and interpersonal skills above average, written documentation is clear, concise, well- constructed and grammatically correct.
  • Must have the ability to work collaboratively with other professional groups and possess the skill in preparing reports and recommendations for administrative purposes.
  • Effective time management and organizational skills
