The Assistant Project Manager is a full-time exempt position with benefits and a preferred hiring range of $31.21 - $34.33 per hour (equivalent to $64,916 - $71,406 annually); however, an exact salary will be dependent upon the selected candidate's qualifications/experience and in compliance with City policy.
As the Assistant Project Manager in Public Works, you'll:
- Assist in coordinating, scheduling, and managing stakeholders for City public infrastructure capital projects from design phases to construction conception and completion;
- Assist in the oversight of four (4) programs included in the Construction Management Team (CMT) including: Public Capital Project Inspection Program, Private Development Inspection Program, Construction Quality Control/Quality Assurance Program, and Public Access Permitting Program;
- Resolve conflicts with contractors within the scope of authority by identifying and informing contractors of deviations or errors in regulations, materials, and other construction-related issues, advising corrective actions, ensuring follow-through, and reporting results to supervisor(s);
- Monitor and inspect contractor materials, work in progress, work completed, and pay applications, to ensure quality and conformance to the contract, construction plans, specifications, regulations, codes, and other construction-related standards;
- Assist in the preparation of project closeout to include as-built documentation with appropriate departments;
- Assist with preparation of engineering/design documents, reports for City projects, and project manuals;
- Review engineer, architect, contractor, and developer drawings and plans for conformance with engineering principles, design integrity, accuracy, and materials/equipment needed;
- Provide recommendations pertaining to approval of designs;
- Assist with preliminary cost estimates and other information for project feasibility, provide input for project implementation decisions, prepare bid specifications, and calculate accurate project cost projections prior to project bid submittal;
- Recommend cost control measures for projects in accordance with City specifications;
- Review and recommend the need for change orders and contract modifications;
- Analyze necessary material costs, labor costs, equipment costs, and other related items submitted by the contractor;
- Assist with bid process, project specifications, preparing contract documents and related materials, including attending pre-bid meetings, responding to requests for information, and completing bid evaluation;
- Assist with daily project inspections on an as-needed basis;
- Regularly interact with regulatory agencies related to construction and documentation activities for projects, ensure the performance of testing, and ensure conformance with environmental plans, programs, and requirements.
Minimum Qualifications
Minimum Requirements at Time of Hire:
- Associates/Technical degree with coursework in project management, contract management, construction, engineering, or related field and extensive (6 or more years) experience in project management in the public works and/or public utilities field. An equivalent combination of education and experience may be used to meet this requirement.
- Valid driver's license.
- Available, as needed, for overtime, night, holiday, and weekend work (dependent on contractor scheduling), flexibility in shift times, and off-hour emergency response.

- Requires the possession of the following certifications or the ability to obtain within one year of hire:
- American Concrete Institute (ACI) Concrete Technician Certification;
- Intermediate Work Zone Certification;
- Erosion and Sediment Control Inspector Certification;
- Stormwater Inspector Certification;
- Virginia Department of Transportation (VDOT) coursework in asphalt pavement, soils, and aggregate compaction.
- Requires the possession of the following certifications or the ability to obtain within two years of hire:
- Certified Associate Construction Manager (CACM) or Certified Associate Project Manager (CAPM) Certification;
- International Municipal Signal Association (IMSA) Traffic Signal Inspector Certification;
- VDOT Pavement Markings Certification.
The selected candidate for this position will be subject to the following screenings and must receive satisfactory results:
- DMV record review; and
- Criminal background check.
