AS A SITEPLAN SUBDIVISION AGENT I 
YOU
 will coordinate the site plan and subdivision review processes as well as other related land development review processes to ensure that they are conducted according to the adopted codes and ordinances and in accordance with applicable time frames.

Minimum Requirements
  • Bachelor's degree in Science, Land Use Management, Civil Engineering Technology, Engineering, Architecture, Urban Planning, Landscape Architecture from an accredited college or university or a closely related field of study. 
  • One (1) year of full-time equivalent experience in site plan and subdivision review or a closely related experience preferably in a public sector setting in Virginia. Some experience with performing, managing or regulating commercial site development projects is preferred.
  • A combination of education and experience may be considered for this position. 
  • Must obtain certification as a Zoning Inspector by the International Code Council within 18 months of employment.
  • Requires some working knowledge in the field of site development and in the accepted practices of municipal land development, permitting, zoning and building regulations.
  • Requires skill in basic drafting and graphic illustration and the ability to fully comprehend civil drawings, engineers' reports and scientific studies to accomplish the primary duties associated with regulation of land disturbing activities. 
  • Ability to establish and maintain exceptional customer service while maintaining high standards of accuracy and efficiency 
  • Must possess a valid driver’s license and must have and maintain a satisfactory driver’s record based on the City of Hampton’s criteria.
  • Must successfully pass a background check prior to any offer of employment or promotion.
Additional Requirements
  • May require use of personal vehicle for local travel and occasional attendance at meetings generally held after normal working hours.
  • This is an exempt position.
  • The incumbent may be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.

Position Duties

What YOU will be doing:

  • Serves as budget liaison to an assigned portfolio of departments.  Assists with internal budget issues and performance measures; ensures compliance with established procedures, regulations and organizational objectives. 
  • Assists in the annual development and preparation of the operating and capital budgets.  Analyze funding requests from assigned portfolio of departments, including revenue estimate(s), if any, and all supporting information and documentation. Obtain additional substantiation as necessary.  
  • Assist in the material preparation of the annual City Council budget retreat and the Manager’s Recommended and Council Approved budget documents.
  • Coordinates the planning and preparation of the Capital Improvement Plan (CIP) process including analyzing funding requests; facilitating CIP Committee and community stakeholder meetings and public hearings.  
  • Prepares agenda items for City Council action in Granicus. 
  • Provides assistance with the development of financial strategies, program evaluation, management/organizational analysis, and applied research. 
  • Reviews, analyzes and assists departments with cost analysis for grant submissions.  
  • Regularly seeks new and improved methodologies, policies and procedures for enhancing the effectiveness of City operations.  Manages highly complex projects as assigned and coordinates assigned activities with other departments as needed. 
  • Facilitates transfers and provides sign-off approval in the financial system. 
  • Serves as a lead worker which will include assigning and monitoring projects specific work completion at the direction of the Budget Manager.
  • Consistently demonstrates punctuality and attendance.
  • Perform other duties as assigned.
