The City of Hampton is seeking a Budget and Management Analyst - Senior to assist with the preparation, administration, and management of the City’s operating budget. This role works independently and as part of a collaborative team under the direct supervision of the Budget Manager or their designee. The ideal candidate will have strong analytical skills, a passion for public service, and a desire to support data-driven decision-making across City departments. This position offers the opportunity to contribute to the City’s financial planning and help shape policies that impact our community.
Minimum Requirements
- Requires a Bachelor’s Degree in Business Management, Business Administration, Public Administration, Finance, or a closely related field.
- Requires a minimum of three (3) years of full-time professional experience in area related to budgeting, program/project management or management/policy and financial analysis, preferably in a municipal government setting.
- A combination of education and experience may be considered for this position.
- Must successfully pass a background check prior to any offer of employment or promotion.
- Must possess a valid driver’s license and must have and maintain a satisfactory driver’s record based on the City of Hampton’s criteria.
- Ability to work independently and as part of a team; collaborate and communicate effectively to establish and maintain a good working relationship with colleagues, department staff, City officials and the public.
- Strong technology skills with the ability to use computer and typical business software; Division-specific software and applications; and, systems incidental to assigned duties.
- Sound problem solving skills with the ability to appropriately resolve routine questions and issues within established policies, guidelines, requirements and procedures; appropriately seeks guidance or refers unusual situations and questions to the Budget Manager; sound research skills with the ability to compile and analyze relevant data and make appropriate recommendations, summaries and presentations.
Additional Requirements
- May require working beyond a standard 40-hour work week to include evenings and weekends.
- The incumbent may be considered “essential personnel” during city emergency situations, or at the direction of the City Manager or designee which may include long hours and unusual schedules.
Position Duties
- Budget liaison to assigned departmental portfolio which includes assisting departments with internal budget issues and monitoring, service expansion plans, developing long range expenditure forecasts and data-driven recommendations for resource adjustments; and, ensuring compliance with established procedures, regulations and organizational objectives. Reviews, analyzes and assists departments with cost analysis for grant submissions.
- Participants in the preparation of the annual budget by assisting departments with the completion of their funding requests; analyzing requests and obtaining additional substantiation, as necessary; and, preparing related briefing packages and responses to budgetary inquiries. Assist in the material preparation for the annual City Council budget retreat, the Manager’s Recommended and Council Approved budget documents.
- Assist Budget Manager with development/revisions to long range financial planning and City-wide budgetary policies and instructions for training purposes.
- Assists with the coordination, planning and preparation of the Capital Improvement Plan (CIP) budget development process which will include analyzing funding requests; facilitating CIP Committee meetings; community stakeholder presentations; and, public hearings.
- Performs financial analysis/applied research for specific situations as requested by the Budget Manager and Deputy/Assistant City Managers, including annual analysis of City user fees and recommendations for changes; annual updates to the City Council Reference Book; and, other statistical databases.
- Prepares agenda items for City Council action in Granicus; facilitates transfers and provides sign-off approval in the financial system; and, participates in formalized City-wide training sessions for departments.
- Regularly seeks new and improved methodologies, policies and procedures for enhancing the effectiveness of City operations. Manages highly complex projects, as assigned, and coordinates task-related responsibilities with other departments as needed.
- Serves as a lead worker which will include assigning and monitoring projects specific work completion at the direction of the Budget Manager.
