DEFINITION: Under general supervision, provides assistance and support in coordinating and administering the court-wide Injury/Illness Prevention, Safety, Emergency Response and Risk Management Programs. Performs a variety of assignments involving research, analysis, development and related work as required.

DISTINGUISHING CHARACTERISTICS: This Position has a larger degree of technical responsibilities and assignments may be oriented in specific areas of safety, emergency response, continuity of operations planning (COOP), liability and risk management. Coordinates with other functions related to human resources and court operations. This class is more specialized than other supportive positions which perform a broad range of duties in administrative, management, financial, budget, data entry, operations, programs or services. This position is under the general direction of the Facilities and Safety Coordinator.

Position Duties

 

• Perform routine and complex safety and risk management activities including reviewing and updating manuals, guidelines and documents related to safety, risk management, emergency response and evacuation of court staff and court users, injury/illness prevention program (IIPP), radiation safety and protection program (RPP) and any other necessary OSHA requirements.
• Identifies and resolves problems related to safety, emergency response, injury/illness prevention, testing/examination procedures (where applicable), training, and risk management.
• Research, analyze and interpret relevant safety and health laws, statutes and regulations at local, state and federal levels in order to ensure compliance and necessary updates within court-wide safety and risk management programs.
• Communicates effectively about updated or new legislation impacting safety, emergency response, risk management and accessibility to Executive Management, Supervisory staff, employees and other public agencies as necessary.
• Assist with and coordinates safety inspections and assessments of court departments in court facilities and throughout the county.
• Coordinate ergonomic evaluation (assessment) requests from court supervisors and court employees throughout the county and schedule ergonomic training as necessary.
• Update COOP plan under the direction of the Court Executive Officer or designee.
• Plan, schedule, and implement regular evacuation drills to promote the safety of Court Staff.
• Receive, review and analyze safety (accident) incident reports including gathering facts and data related to the incident with follow-up recommendations and solutions for potential corrective and preventative action.
• Monitor and maintain records related to court-wide safety training, alarm system, emergency preparedness and response items and security equipment.
• Use a personal computer to input or retrieve data, develop training materials and presentations, memorandums, prepare reports, spreadsheets, safety and health communications, record keeping systems and compile and process confidential materials.
• Assist with routine communications such as scheduling training for court staff, safety meetings, preparing training agendas, minutes, and outlines, safety and health communications, update safety procedures and responding to internal inquires and requests from Court Supervisors and employees.
• Communicate with other court departments, designated security provider, the State and other public agencies as necessary to complete program related documentation and respond to requests for information.
• Attend staff and other work-related meetings, workshops, seminar and other continuing education opportunities.
• Perform first aid and Cardio Pulmonary Resuscitation (CPR) as necessary.
• Perform other duties as assigned.

Minimum Qualifications

Education & Experience:
The following combinations of education and experience that likely provide the required knowledge, skills and abilities are qualifying. Typical ways to obtain the knowledge, skills, and abilities would be:
 
Completion of 60 college semester units, approximately two years college, with courses in public or business administration, risk management or closely related field; AND four years of professional work experience involving safety and risk management programs.
OR
Completion of a BA/BS in public or business administration, risk management or closely related field; AND two years of professional work experience involving safety and risk management programs.
OR
Completion of a High School degree or equivalent; AND six years of professional work experience involving safety and risk management programs.

Certifications in areas of safety, risk and emergency response may be substituted for work experience.

Possession of, or ability to obtain, an appropriate, valid California driver license.

Required to certify and/or be certified in First Aid and Cardio Pulmonary Resuscitation (CPR).
 
Knowledge of: Principles, practices and methods of safety and risk management; hazards-emergency preparedness and response planning and training including continuity of operations planning (COOP); trends and practices in emergency response systems and technology; safety and health laws, statues and regulations including CAL-OSHA standards, Title 8, General Industry Safety Orders (GISO), §3203 Injury and Illness Prevention Program (IIPP), labor codes, Americans with Disabilities Act (ADA), Ergonomics and workers compensation protocols and regulations; principles and techniques of accident prevention and individual safety, research and study methods and techniques, statistical analysis, sources and availability of information, and methods for report preparation; counseling and interviewing principles and techniques; first aid, Cardio Pulmonary Resuscitation (CPR) and Automatic External Defibrillator use.

Skills/Ability to: Analyze safety and emergency response situations and determine effective courses of action; deliver training, presentations and instructions to court staff; communicate clearly and concisely both verbally and in writing to court employees, court users (members of the public) and other public agencies; interpret and explain court safety and health, risk management policies, procedures and regulations with all levels in the Court; keep systematic and accurate records including safety notes, safety committee meeting minutes, incident reports, inspection reports, computerized database systems and spreadsheets; established and maintain cooperative working relationships with court staff, security provider and/or law enforcement agencies, State agencies, and others contacted in course of work; maintain confidentiality of all information, materials and reports related to safety and ensure integrity of supporting processes and procedures; manage a workload by prioritizing assignments and remaining flexible to changing situations and projects; operate a personal computer and software programs for report writing, research, data retrieval, and development of safety and health communications, preparation of complete and accurate reports, documents and written materials.

Physical Requirements: ability to perform, with or without accommodations, sedentary work exerting up to 50 pounds of force occasionally to lift, carry, push, pull, or otherwise move objects, including the human body. Work involves frequent and/or prolonged sitting, standing, typing, walking, reaching, talking, hearing, and performing repetitive motions.

Incumbents are not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).
