Position Summary
The Chief of Staff (CoS) to the Senior Executive Vice President for Health Affairs and Health System (SEVP) is a strategic advisor, organizational integrator, and execution partner, responsible for driving alignment across the tripartite mission of clinical care, education, and research. The CoS serves as a trusted counselor to the SEVP, working collaboratively with university leadership, health system executives, academic leadership, and external partners to advance the institution’s strategic priorities, operational excellence, and public service mission.
The SEVP Health Affairs and Health System oversees the comprehensive UT health sciences academic, research and clinical missions and the delivery of patient care through the UT Health clinical enterprise. The SEVP provides coordinated leadership, strategic oversight, and ensures day-to-day operations management for all health-related schools and clinical delivery systems and initiatives. Through the integration of the University's health care operations and facilities and the clinical, academic and research programs of the schools of Medicine, Health Professions, Dentistry, Nursing, Biomedical Sciences and Public Health, the SEVP supports novel linkages and programmatic changes that advance a common multi-faceted mission of education, clinical care, research, and community service for the clinical delivery system, the health sciences schools and centers and institutes. The SEVP oversees clinical operations, clinical relationships/affiliations and supports, coordinates, and has ultimate accountability for the coordination of all academic programs and related research efforts, ensuring that university-wide planning is underway across the missions. The SEVP drives the development and implementation of innovative care models in partnership with the SVP Clinical Affairs, aligning clinical activities with the institution’s overarching goals of excellence in patient care, education, and research. As the leader of the health enterprise executive leadership team, the SEVP provides leadership to foster collaboration among clinical teams, faculty, and administrative staff and in partnership with institutional executive leadership reporting to the university President.
This Chief of Staff position is uniquely situated at the intersection of healthcare delivery, academic medicine, public policy, and executive leadership within a complex public academic health center.
Responsibilities
Strategic Leadership & Mission Integration
Serve as a thought partner to the SEVP in setting and executing strategic priorities.
Align operations and initiatives across schools, departments, and health entities with the university’s mission and health system priorities.
Facilitate cross-functional collaborations between clinical, academic, research and administrative teams to accelerate strategic goals.
Connect day-to-day activities with long-term strategic plans and public service objectives.
Lead or support cross-cutting projects and long-range planning efforts across clinical, research, education, and community engagement domains.
Monitor progress on major projects, identify barriers, and recommend solutions to maintain momentum and accountability.
External Relations, Partnerships and Community Engagement
Support the SEVP’s engagement with government officials, community leaders, partner institutions, and national organizations and other leaders.
Identify and cultivate partnerships that advance institutional goals in health policy and practice, innovation, education and community engagement.
Foster and support relationships across hospitals, physician groups, affiliated clinics, and health systems to strengthen clinical integration.
Serve as a liaison in support of SEVP for HAHS to partner institutions, navigating operational and strategic considerations across organizations.
Executive Operations & Decision Support
Oversee the operations of the Office of the SEVP, including communications, scheduling, project tracking, and stakeholder engagement.
Manage the flow of strategic priorities, sensitive communications, and decision-making inputs to and from the SEVP.
Provide high-level analysis, briefings, and recommendations to enable informed executive decision-making.
Prepare or oversee the development of briefing materials, presentations, and reports for executive meetings, board sessions, and government stakeholders.
Structure and facilitate executive meetings, task forces, and working groups for maximum impact and follow-through.
Serve as a thought partner on sensitive or complex institutional issues, advising potential risks and opportunities.
Translate executive priorities into policy recommendations as needed.
Represent the SEVP in meetings or on committees as needed.
Stakeholder Engagement & Organizational Alignment
Represent the SEVP in high-level internal and external meetings with university leadership, faculty, government officials, and community leaders.
Serve as a liaison between the health system and health schools, coordinating across administrative and governance structures.
Build coalitions, broker consensus, and navigate complex relationships with diplomacy and discretion.
Ensure consistent and effective communication with internal stakeholders including faculty, staff, students and providers.
Operational Excellence & Change Management
Translate strategy into action by driving implementation of major initiatives.
Identify and resolve institutional bottlenecks, operational inefficiencies, or misalignments.
Lead change efforts during periods of transformation, crisis, or executive transition.
Lead cross-functional projects and ensure accountability for outcomes across diverse operational areas.
Collaborate with senior leaders to monitor institutional performance metrics and drive continuous improvement.
Act as a liaison among executive leadership, identifying interdependencies and resolving organizational bottlenecks.
Governance & Board Relations
Support governance activities, including coordinating board and executive committee meetings, preparing materials, and tracking follow-up actions.
Serve as a point of contact for trustees, regents, or governing boards as appropriate.
Institutional Communications & Messaging
Coordinate messaging strategies and communication plans for internal and external audiences in collaboration with university communication teams.
Draft executive correspondence, position papers, and leadership announcements that reflect the SEVP’s voice and institutional priorities.
Qualifications
Minimum 10 years of experience in academic health systems, university hospitals, or public medical centers.
Demonstrated leadership supporting or managing clinical operations, academic governance, research infrastructure, or medical education.
Experience with strategic project execution, faculty engagement, and cross-functional coordination.
Familiarity with public university systems and government relations.
Proven track record of executive-level support, preferably as a chief of staff, chief administrative officer, or senior strategist.
Preferred Education:
Advanced degree (MPH, MHA, MBA, PhD, MD) or equivalent experience in academic healthcare leadership.
