About the Department
Position Duties
Plans, coordinates, prioritizes, monitors and participates in the work of the division.
Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance.
Develops and implements incident management plans (both planned and unplanned) in coordination with other City departments and outside agencies.
Researches, analyzes and recommends emerging energy-saving technologies related to street lights and traffic control devices.
Evaluates more complex traffic signal problems to determine the nature and extent of the problem. Proposes and implements solutions.
Ensures safe work practices and monitors compliance with applicable manuals, standards, and specifications.
Participates in the development of goals, policies and procedures. Recommends operational improvements.
Reviews construction plans which impact the division's priorities and require coordination with other divisions.
Provides input, justification and documentation for the division's budget; monitors and approves budget expenditures.
Researches information on parts, materials and equipment; compiles and organizes expenditure and expense data for budgetary purposes. Periodically checks inventory data, and purchases or approves purchase of replacement items.
Responds to traffic-related concerns or inquiries from the general public by providing appropriate information and assistance.
Responds to emergencies and performs after-hours work.
Performs other duties as assigned.
Minimum Qualifications
High school diploma or GED; five years' experience installing, maintaining, and repairing traffic signal and traffic control signs; one year of supervisory or lead work experience. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements:
Possession of a level 1 and/or level 2 IMSA Signs and Marking Certification and a level 2 Signal Certification required.
Valid Colorado driver's license with a safe driving record.
Knowledge, Skills and Abilities:
Knowledge of the policies, procedures and goals of the City of Thornton and the department.
Knowledge of Manual on Uniform Traffic Control Devices, Model Traffic Code, and applicable Thornton Standards and Specifications.
Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.
Knowledge of the basic principles and practices of budgeting.
Knowledge of purchasing methods, policies and procedures.
Knowledge of the principles and practices of employee supervision, including selection, training, work evaluation and discipline.
Knowledge of traffic signal operations and maintenance.
Knowledge of street lighting methods, procedures and maintenance.
Knowledge of incident management principles and practices.
Knowledge of the safe and proper use of equipment, machinery, tools and vehicles.
Knowledge of safe and proper work zone set up requirements and proposer and effective use of temporary traffic control devices.
Knowledge of the proper and effective use of traffic control signs.
Knowledge of the proper and effective use and maintenance of pavement markings.
Skill in quickly and efficiently performing complex traffic and electrical installation, replacement and repairs to avoid traffic problems.
Ability to use initiative and independent judgment appropriately.
Ability to set priorities to meet deadlines.
Ability to research, evaluate, and use new methods and techniques for operational improvement.
Ability to respond to and resolve issues and concerns from the community.
Ability to use standard office equipment, personal computer and job-related computer applications, including electronic mail.

Physical and Mental Requirements:
While performing the essential duties of this job, the employee is required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear and make repetitive motions. This position is mostly medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The employee is required to have close visual acuity. The employee is subject to both inside and outside conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions that affect the respiratory system of the skin.
