Duties
You will perform a wide range of administrative, technical, and analytical duties related to formulating and enforcing policies and procedures governing the Center’s contracting, procurement and minor property programs.,You will perform as the principle advisor for managing contracted requirements and supporting policy development for the Resource Management Department.,You will perform as the Approving Official (AO) for the Government Purchase Card (GPC) program, responsible for determining resource requirements and ensuring the proper use, accountability, and compliance of purchase card transactions,You will manage the requisitioning, procurement, receipt, delivery, shipment, and accountability of all materials for the Center.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing a purchase card program (such as the Government Purchase Card (GPC) Program) ensuring compliance, monitoring cardholders, and reconciling payments and certifications; 2) Property management practices, investigating property loss or damage, audit readiness standards and systems (such as the DoD Financial System and Joint Property Accountability System); 3) Analyzing legislation and policy recommendations, writing or amending policies, and issuing guidance for implementation; and 4) Resolving procurement issues, coordinating with contractors, and ensuring compliance with procurement guidelines and regulations. Other Information
Term appointment may be extended up to 4 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This position is subject to work outside normal duty hours. Overtime or night differential pay and/or unusual duty hours may be required. The position is subject to irregular hours. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
