Duties
This position provides direction and coordination for all-hazards planning, response, and recovery within the California-Great Basin (CGB), Northern California Area Office (NCAO), based on Federal guidelines as well as agency directives and standards. The Emergency Management Specialist (EMS) provides technical expertise and serves as an authoritative source in the oversight and execution of emergency management functions (e.g., Emergency Action Plans (EAPs), Continuity of Operations (COOP), hazards planning and response) to ensure preparedness and resiliency of NCAO's mission essential functions. Advises managers on the adequacy, compliance, proficiency, and overall posture of NCAO's emergency management requirements and functions and oversees and implements Standard Operating Procedure (SOP) updates. NCAO is responsible for nine dams and six powerplants, each of which require a separate Emergency Action Plan. -Utilizes the Incident Command System, National Incident Management System (NIMS), Federal guidelines, and Bureau Directives and Standards in planning and preparing for all-hazard incidents. -Provides guidance and oversight to the NCAO on regional emergency management programs, plans, and procedures, ensuring readiness capabilities and compliance with Bureau directives and standards, participates in CGB emergency management policy and program working groups; conducts training on emergency action planning, continuity planning, incident notifications, and use of the Department of Interior (DOI) emergency notification system. -Provides guidance and training for all NCAO employees on the Incident Command System, the NIMS, the Federal Continuity Directives, Federal and local government standards, and Bureau Directives and Standards to ensure sufficient preparedness levels for continuity of operations and strengthen coordination efforts with local, State, and Federal agency partners. Plans and conducts communication drills, seminars, and tabletop and functional exercises with agency partners to ensure readiness capabilities and interagency coordination. -Conducts either a tabletop exercise, functional exercise or participates in a full-scale exercise regarding the Emergency Action Plan. The exercise is driven by a scheduling process from the Regional Office. -Works with local emergency management engineers on emergency response concepts and procedures for situations involving natural phenomena, major accidents, and HAZMAT response. -Conducts exercises utilizing the Homeland Security Exercise and Evaluation Program (HSEEP) methodology for all NCAO facilities with its agency partners; conducts a hotwash and After-Action Review to determine lessons learned and corrective actions. -In the event of a natural disaster or man-made disaster, serves as the primary point of contact between NCAO Staff and local area partners (Fire agencies, Red Cross, Law Enforcement, Public Works, etc.,) Facilitates meetings during emergencies and exercises, ensures timely communication is taking place for NCAO management, and ensuring information is being received from allied partners depending on the emergency. Ensures the safety of staff, allied partners, the public, and facilities during an emergency. -Represents CGB Region at Federal, State, and City conferences and meetings pertaining to facility disaster preparedness, emergency planning, and response program management when engaging with Shasta County Sheriff's Office, Redding Police Department, California Highway Patrol, California Office of Emergency Services, Federal Bureau of Investigation (FBI), Glenn County Office of Emergency Services, Tehama County Sheriff's Office, Shasta/Tehama Volunteer Organizations Active in Disaster (VOAD), Shasta Area Safety Communications Agency (SHASCOM), National Park Service, Trinity County Sheriff's Office, Trinity County Office of Emergency Services, Mercy Hospital, Shasta County Public Health, Shasta County Environmental Health, Redding Fire Dept., Cal Fire, Red Bluff PD, the City of Shasta Lake and downstream water agencies. -Attends quarterly meetings with The Mutual Aid Regional Advisory Committee (MARAC).
Requirements
You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience performing the following types of tasks: integrate agency directives, the National Incident Management System, and other Federal emergency management guidance into regional programs and activities; conduct training and exercise planning related to emergency management programs and response plans; conduct tabletop and functional exercises specific to regional infrastructure; utilize emergency notifications systems and processes to ensure situational awareness. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
