Position Duties
EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
- Provides excellent customer service to both internal and external customers.
- Provides knowledge and assistance to engineers and contractors.
- Provides input on equipment needs to repair or up-grade plant and wells to improve efficiency.
- Provides assistance in verify equipment that works with the SCADA system and adds efficiencies and participates in developing standards
- Provides assistance for replacement to more efficient electrical equipment.
- Provides direction to Water Production and Wastewater Staff on day-to-day projects relating to the upgrade, operation and maintenance of the SCADA system.
- Responsible for purchases, procurement and inventory of essential replacement and upgrade parts to reduce down time and increase efficacy of SCADA equipment, instrumentation and system hardware.
- Completes SCADA network up-grades.
- Maintains licensing and installs current operating software for Lake Mary Sixnet controller programs
- Restores and modifies programming of electrical components of the SCADA network.
- Performs grounding maintenance.
- Performs equipment operation as necessary.
- Generates the necessary documents, SOP’s, and reports to properly record the service activities for all electrical and electronic equipment.
- Works with low, medium and high voltage AC/DC electricity.
- Specifies and selects proper electrical gear for the application to meet the needs of the City.
- Installs and maintains hardened alarms for the safety of all city personnel.
- Performs general instrumentation and electrical contract inspections.
- Services and maintains motor contacts, soft starts, and variable frequency drives.
- Services and maintains motor control centers and associated breakers using proper safety procedures.
- Performs corrective maintenance to restore proper operation of all electrical motors.
- Installs electrical monitoring equipment using professional methods as required.
- Performs corrective maintenance to restore proper operation of all monitoring equipment.
- Installs electrical motors using professional methods as required.
- Installs un-interruptible power supplies using professional methods as required.
- Reviews schedules to ensure all operational needs are properly prioritized, scheduled and met.
- Plans and schedules work for large projects in their area of specialty.
- Schedules training, monitors training for quality, and coordinates other on-going training, including safety training and safety enforcement.

- Completes daily logs, service complaint forms, cost accounting forms, and other forms and reports (both manual and computer data entry) as directed to include planning and scheduling in CMMS.

PROGRAMMING
- Research and develop new function block programming for new and existing SCADA devices
- Proficient at using Control Expert to build and modify function block programming
- Other SCADA/IS Team members source for larger projects Programming question
- Develops Programming standards for PLC, Redlion HMI, Citect/CiCode
- Train other team members in Programming advancements and techniques. ‘
- Review plans for correct programming requirement, including Tag names and PID information
INSTRUMENT AND CONTROLS
- Calibration and configuration of existing and new equipment
- Installation and maintance of existing and new equipment
- Review plans for correct size a specs for projects and that all equipment is in the City of Flagstaff SCADA standards
- Bench test new equipment to determine if it meets the operational need of the organization
- Acts as lead in updating firmware of all SCADA equipment
- Train other team members on Calibration techniques and firmware update protocols
NETWORKING
- Assists with the maintenance of network configuration backup and ensures backup processes run to successful completion and are up-to-date.
- Assists with the network diagram and documentation maintenance.
- Under minimal supervision, performs routine network maintenance tasks.
- Assists with the analysis, diagnosis and resolution of network hardware, wireless and VoIP/PBX issues in a timely, non-disruptive manner.
- Assists in configuration, implementation and maintenance of network, wireless and VoIP/PBX infrastructure with guidance from Administrator.
- Assists with the development and maintenance of network diagramming and documentation.
- Assists in the development of long and short-term goals for the Network program.
- Ensures that the network diagram and documentation are kept up-to-date.
- Assist with the ongoing maintenance of network security and public DNS operation.
- Assists in ongoing monitoring of network, wireless and VoIP/PBX infrastructures for seamless operation and resolution of issues in a timely, non-disruptive manner.
- Assists in “network down” situations.
SYSTEMS
- Assists with the maintenance of data backup routines and ensures backup processes run to successful completion and are up-to-date.
- Rotates backup tapes to off-site location.
- Diagnoses and resolves server hardware & software issues.
- Ensures data backup routines run to successful completion.
- Assists with installation of system patches and updates with minimal disruption to the user community.
- Perform server operating system (OS) installations and advanced configuration.
- Assists with storage hardware installation, maintenance, support, and firmware updates.
- Ensures that the system documentation is kept up-to-date.
- Assists with the ongoing maintenance of system security and virus protection.
- Assists in ongoing monitoring of the systems and data center for seamless operation and resolution of issues in a timely, non-disruptive manner.
- Assists in “system down” situations.
ELECTRICAL
- Help develop electrical safety Standards, protocols and programs for the SCADA/IS team
- Proficient at low and medium voltage electrical
- Familiar with high voltage systems and procedures
- Familiar with 120vac safety and operations
- Act as lead in trace wires and circuits while team is upgrading old systems
- Review plans for correct wiring and fused based on a predetermined wiring standard
- Act as lead in developing Cabinet Standards
- Teach other team members electrical safety techniques

Minimum Qualifications
MINIMUM REQUIREMENTS
- Associates Degree or two years of college coursework.
- Four years of progressively responsible employment in the SCADA field.
- ADEQ Certification in Water, Collection, Distribution or Wastewater Treatment within 12 months of appointment
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- BA, BS or equivalent education or experience in Computer sciences, Water Wastewater Engineering, Electrical engineering.
- 7 years of experience in electrical, instrumentation, and SCADA programming in the Water / Wastewater field including budgeting, safety, policies and procedures.
- Grade 3 Treatment Operator Certification or other higher-level professional certifications (Master Electrician, etc…)
- ISA Certifications CAP, CCST
- NTT Certifications, Electrical Safety, Electrical Code and Standards, Electrical Maintenance
- CompTIA Network+ Certification (or current equivalent).
- CCENT (Cisco Certified Entry Network Technician) Certification (or current equivalent).
- MCP (Microsoft Certified Professional) Certification (or current equivalent).
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
- Regular attendance is an essential function of this job to ensure continuity.
