Primary Purpose:
Assist in managing the business operations of the district including, but not limited to, accounting, payroll, purchasing, and tax collection. Responsible for overall management of the district’s human resources function. Lead the strategic planning and implementation of human resource programs to include professional and auxiliary staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and benefits. Recommend and implement legally sound and effective human resource management programs, policies, and practices. Support campus leaders in meeting districts’ educational and strategic measures.
Qualifications:
Education/Certification:
Bachelor’s degree in a business-related field or educational administration, preferred
Special Knowledge/Skills:
Knowledge of budgeting, accounting systems, and payroll processing
Working knowledge of financial applications and accounting
Ability to use software to develop spreadsheets and perform data analysis
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Strong organizational, communication, public relations, and interpersonal skills
Experience:
Experience in school business management or public organization
Three years of progressively responsible experience in human resources management or public school administration; Three years supervisory experience
Major Responsibilities and Duties:
Accounting
Classify, record, and summarize numerical and financial data to compile and maintain financial records according to governmental accounting principles and district procedures.
Compute and prepare data for journal entry and budget transfers.
Prepare income statements, balance sheets, consolidated statements, and other statements and reports.
Monitor and reconcile expenditures with budget availability.
Set up and maintain account controls, logs, and files.
Perform cost accounting activities, bank reconciliation, or accounting for grant expenditures.
Payroll
Process and resolve direct deposit and other banking interactions.
Purchasing
Develop vendor and bidder lists and approve additions.
Approve purchase orders and monitor all purchase requisitions to ensure accuracy of information, calculations, and coding.
Administer contracts and handle adjustments with suppliers, including replacement of material not conforming to specifications, cancellation of orders, and receipt of proper credit.
Administration
Interface with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable resolution of complaints, concerns, and problems in the area of payroll.
Process hiring, leave, terminations, and other employment-related issues.
Work cooperatively with district personnel to determine specific requirements and assist in locating necessary goods and services.
Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records.
Follow district safety protocols and emergency procedures.
Fiscal Management
Support in the preparation of the budget and development of long- and short-range objectives for the business operations of the district.
Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting Manual.
Assist the district’s independent and internal auditors in conducting periodic audits.
Assist with monthly bank reconciliations for all accounts. Review reconciliations of vendor and payroll clearing accounts.
Policy, Reports, and Law
Implement policies established by federal and state law, State Board of Education rule, and local board policy in the area of business operations.
Support timely audit schedules and financial statements according to federal, state, and GASB standards.
Purchasing and Inventory
Maintain accurate and current inventory records of the district’s fixed and movable assets and oversee maintenance of a timely replacement cost-asset listing for insurance purposes. Organize and conduct sales to dispose of surplus and salvage equipment.
Human Resource Department Management
Other duties as assigned.
Determine the HR training needs throughout the school district and develop and plan training programs to meet the established needs. Implement both on-going and special interest training programs.
Direct the planning, development, coordination, and evaluation of operations of the human resources department including establishing department goals and objectives.
Direct and monitor employee performance appraisal system and ensure that supervisors have proper training. Assist supervisors and principals with employee counseling, improvement plans, and due-process procedures, where needed.
Select, train, supervise, and evaluate HR staff and make sound recommendations relative to assignment, retention, discipline, and dismissal.
Ensure district compliance with federal and state laws and regulations.
Work with principals and other administrators to forecast staffing needs and develop staffing plans. Develop and implement recruitment and retention strategies and a screening and selection process for all employees.
Direct the administration of the district’s compensation program including job descriptions, salary surveys, and position reclassifications.
Develop, implement, administer, and monitor procedures for salary administration and placement of new hires.
Oversee the management of the district’s leave, health insurance, optional employee benefits, workers’ compensation, and unemployment compensation benefit programs including overseeing relationship with insurance vendors and third party administrators.
Prepare and deliver written and oral presentations on HR and management issues to the board, principals, teachers, parents, and community groups. Attend regular meetings of the board.
Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
Ensure compliance with local, state and federal employment laws. Stay abreast of state and federal public policy changes that could impact the district.
Follow district safety protocols and emergency procedures.
