Under general direction from the Lucas County Emergency Services Director or their designee, incumbent supports the functions of the Emergency Services to include EMA and EMS. Responsibilities include but are not limited to development and maintenance of emergency and disaster plans, grants management, facilitation of the Emergency Operations Center, maintenance of Emergency Services' GIS databases, curation of geographic data. Produce accurate and legible decision-making maps, databases, dashboards and other spatial analysis. The GIS Specialist will assist in all functions necessary to mitigate against, plan and prepare for, respond to, continue operations during and recover from all emergencies or disasters.
The successful candidate will serve as an integral member of Emergency Services and will possess the ability to understand the functions and objectives of an emergency services organization and provide GIS resources to support the mission during daily and emergency operations within the confines of the limits of available GIS resources and equipment.
Responsibilities
Essential Job Functions
- Assists and promotes local municipalities, governmental entities, businesses, and non-governmental agencies’ participation in emergency planning process with emphasis on GIS components.
- Assists in developing and maintaining Lucas County's comprehensive Emergency Operation's Plan (EOP) to include the base plan, emergency support functions (ESFs), supporting documentation with emphasis on GIS components.
- Participates in and assists in the development and implementation of emergency and disaster drills, training, and exercises.
- Participates in the operation of the County Emergency Operations Center (EOC) during emergencies, events and exercises.
- Assists in the implementation of Lucas County's Radiological Emergency Response Plan (RERP) and supporting standard operating procedures/guidelines (SOPs/SOGs).
- Support other emergency preparedness, response, recovery and mitigation activities such as damage assessment, writing plans/reports, and other related activities.
- Assists in the maintenance and activation of public notification systems to include but not limited to social media, current notification software, Integrated Public Alert & Warning System (IPAWS) and outdoor warning sirens.
- Assists in the development and promotion of EMA's preparedness initiatives to include community presentations, public service announcements, and brochures.
- Responsible for data analysis and cartographic production specifically focused on cartographic output, spatial analysis, and data reporting of Emergency Services, public safety and emergency planning GIS related information.
- Collects, organizes, analyzes and graphically displays GIS decision-making information required for the development of county, local, and business disaster and emergency plans, procedures and service delivery.
- Assists in the response to and recovery from large-scale emergencies and disasters by developing GIS mapping to aid in damage assessment and staffing the Lucas County Emergency Operations Center (EOC).
- Create maps and other products (feature layers, dashboards, webforms, etc.) for use in the Lucas County Emergency Operations Center.
- Identify, create and manage relevant GIS products for internal and public use.
- Coordinating with appropriate geospatial stakeholders to prevent duplication of effort and to promote information sharing.
- Fulfill geospatial analyses and mapping requests for internal and external partners.
- Conduct all aspects of assigned GIS projects, generally involving spatial analysis as well as the design, maintenance, and production of geographic data and applications through an Esri ArcGIS environment.
- Demonstrate and apply an understanding/knowledgebase of geospatial topics and best practices including projections, data management and version control, spatial analysis techniques, editing features, field data collection techniques, and other GIS programs.
- Conducts special GIS related analysis and research projects as assigned.
- Obtain and verify data by on-site inspection when necessary.
- Participate in local, state and national GIS workgroups.
- Supports agency drone program through planning, exercise and operational activities, including integration and utilization of drone mapping software.
- Attends training, conferences, and meetings as necessary to remain current with appropriate computer/software skills, applicable laws, legislation, policies, procedures, and relevant information.

Knowledge, Skills & Abilities

- Ability to provide logistical support for all emergency management operations to include maintaining equipment.
- Knowledge of emergency planning principles.
- Knowledge of RERP principles to include NUREG-0654/FEMA-REP-1.
- Knowledge of geography and jurisdictional authority of local, county, regional, state, and federal partners (may be developed after employment).
- Knowledge of ESRI Products, specifically ArcGIS Pro and related applications: ArcGIS Desktop 10.x, ArcGIS Pro extensions (Network Analyst, Spatial Analyst), and Portal for ArcGIS.
- Experience creating, deploying and maintaining web-based GIS software using ESRI ArcGIS Online and related applications, including Field Maps, Collector and Survey123.
- Experience editing and maintaining spatial data, GIS feature classes, and maps in an enterprise GIS system.
- In-depth experience with Geographic Information Systems, including database design, development, maintenance and documentation. Above average computational and computer/server skills, basic understanding of multivariate regression, spreadsheets/databases and drawing/presentation software.
- Experience designing, maintaining, and producing Geospatial data; performing spatial analysis; and producing maps using GIS, including maintenance of the system database using GIS system software.
- Demonstrate and apply an understanding/knowledgebase of geospatial topics and best practices including projections, data management and version control, spatial analysis techniques, editing features, field data collection techniques, and other GIS tools.
- Ability to learn and utilize Lucas County Emergency Services geographic database.
- Excellent problem solving and analytical skills (especially with respect to formulating complex spatial analysis, data reporting, complex databases and GIS software), organizational skills and time management skills.
- Knowledge of drone regulations and operations.
- Excellent written and verbal communication skills.
- Computer skills in word processing, spreadsheets, databases, and presentation software.
- Ability to read, understand and analyze information provided to include but not limited to guidance, policies, and contracts.

Unusual Working Conditions
- Work is generally performed in an office setting with standard office equipment. Some work may be performed in the field/outdoors, requiring exposure to the elements. May involve occasional travel, including overnight. May require overtime (evening and/or weekends).
- This position is subject to recall with little to no notice during evenings and weekends in response to emergencies, disasters, and exercises.
Qualifications
- Graduation from an accredited four-year degree program with an emphasis in Geographic Information Systems, Geography, Emergency Management, or Urban/Community Planning, Computer Science or related field with experience in GIS, emergency management or public safety. May consider other relevant experience in lieu of degree.
- EMA personnel are required to serve periodically in an on-call capacity and may be required to work during non-business hours for extended periods of time to support public warning/notification and during activations of Emergency Operations Center (EOC).
- Successful completion of Federal Emergency Management Agency training (Incident Command System and National Incident Management System courses ICS-100, ICS-200, IS-700 and IS-800 and Professional Development Series) within three months of employment.
- Familiarity of drone operations, including completion of Remote Pilot license under Federal Aviation Administration (FAA) Part 107, within six months of employment.
- Must possess a valid driver's license with driving privileges in the State of Ohio and meet Lucas County driving insurability requirements.
