About the Department

Under direction, performs responsible engineering inspections on a wide variety of public works construction projects for conformance to approved plans and specifications and legal requirements; assists engineering staff on special projects; and performs related duties as required.

Position Duties

  • Reviews plans and specifications for constructability
  • Coordinates construction staking, soils testing, and material certifications
  • Inspects street, sewer, waterline, curb, gutter, sidewalk, and storm drain construction in the field at all necessary stages of construction for conformance with plans and specifications
  • Reviews and inspects methods and materials used in driveways, catch basins, traffic signals, and culverts
  • Inspects sewer lines for alignment, grade, and leakage 
  • Inspects forms and concrete pouring
  • Consults with Project Manager and City Engineer on any deviations; 
  • Investigates sub-grade conditions 
  • Inspects compaction and grading work
  • Inspects asphalt and concrete paving operation 
  • Verifies pavement thickness
  • Calculates quantities of materials including conversion of volumes to weight for comparison to bid estimates
  • Makes straight edge tests and checks proper reduction of high spots 
  • Checks a variety of underground structures
  • Inspects backfilling of trenches 
  • Submits detailed reports on work progress and material quantities
  • Keeps daily records of work progress 
  • Checks licenses and permits 
  • Issues construction permits for work within the public right of way 
  • Assists Building Division with on-site sewer and street work as needed
  • Reviews projects with contractor 
  • Exercises controls during construction 
  • Keeps records and prepares daily progress reports
  • Writes correspondence
  • Maintains liaison with engineering and street maintenance 
  • Maintains logs and filing system
  • Performs minimal project management duties as directed
  • Respond to Dig-Alert Requests
  • Confers with and assists utility companies, property owners, business owners and other members of the public


ORGANIZATIONAL RESPONSIBILITIES

This class reports to the Director of Public Works/City Engineer. This class is expected to be on call after normal hours and on Fridays on occasion as required by the City Engineer.

Minimum Qualifications

Knowledge of:

  • Principles, materials, and methods used in constructing streets, curbs, gutters, sidewalks, and sewer and water  storm drain pipes
  • Construction methods, materials, and equipment related to all types of public works projects
  • Standard Specifications for Public Works Construction
  • Principles of algebra, geometry, and trigonometry and their application to engineering; blueprints, engineering drawings, and specifications for public works projects 
  • Critical stages of construction requiring presence and perseverance of the inspector; methods and practices of public works inspection 
  • Materials testing procedures


Skills/Abilities to:

  • Determine quality, materials, and workmanship through inspection, and to determine compliance with plans and specifications
  • Make accurate notes and sketches
  • Prepare satisfactory work and observation reports
  • Read blueprints and specifications and interpret accurately
  • Keep records and make simple drawings and reports
  • Contact craftsmen, laborers, contractors, and engineers, and gain their respect and cooperation while enforcing construction standards
  • Perform difficult and responsible inspection work
  • Maintain an independent and objective approach to inspection projects
  • Work effectively with the public, utility companies and other departments.


PHYSICAL DEMANDS

In the performance of daily activities, this position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, and bending; the ability to push, pull, drag and/or lift up to 50 pounds; normal manual dexterity and hand/eye coordination; repetitive hand and wrist movement using a computer keyboard and mouse; corrected vision to normal range; acute hearing; written and oral communication; use of standard office equipment such as computers, telephones, copiers, calculators; frequent contact with other staff and the public; may be exposed to severe weather conditions such as high heat, cold, wind, rain, and other outside conditions. 


EDUCATION AND EXPERIENCE

Graduation from High School or G.E.D. required.  Technical college-level courses dealing with engineering, construction, material testing and/or public works is desirable.


Experience in construction and/or construction inspection required.


LICENSE

Possession of a valid California driver’s license and proof of insurability required.


Registration as a construction inspector is desirable.
