About the Department
The Water and Power Department is seeking a highly skilled and experienced Chief Water Treatment Operator to lead and oversee the operation, maintenance, and regulation of Pasadena’s potable water treatment and distribution facilities. This pivotal leadership role ensures the reliable delivery of safe, high-quality drinking water to the community while maintaining compliance with state and federal regulations.
The ideal candidate will possess strong technical knowledge in water treatment processes, regulatory compliance, and SCADA systems, as well as hands-on experience managing plant operations and supervising operational staff. This role requires a leader who is proactive, safety-minded, and adept at troubleshooting complex treatment issues, while also fostering a collaborative and efficient work environment.

- Leads, provides work guidance and direction and participates in the work of unit/crew members. Participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with City/departmental standards.
- Estimates personnel, equipment and material requirements for assigned jobs. May order work materials and supplies; assists in ensuring a fair and open work environment in accordance with the City's commitment to equal employment opportunity.
- Leads, coordinates and oversees operations of water facilities.
- Oversees and ensures that shift operators carry out assigned duties and responsibilities with careful attention to department and other applicable safety and environmental regulations; checks and reports on chemical storage levels.
- Orders and receives chemical shipments and monitors the unloading process; as assigned, investigates and responds to customer water quality complaints.
- Coordinates work with other staff, sections, departments and agencies to minimize service disruptions.
- Provides lead work direction and guidance to other operators; trains operators on the use and operations of Supervisory Control and Data Acquisition (SCADA) and treatment, blending and other wells, pumps, chemical injection systems and other equipment; oversees and ensures completion of inspection, monitoring, housekeeping and other shift check list duties in accordance with established policies and procedures.
- Confers with supervisor on the resolution of complex problems and issues.
- Participates in performing highly skilled duties in the treatment and distribution of potable water throughout the City's service area.
- Monitors operations of filtration and disinfection systems; interprets gauges, meters and graphs and other monitoring and recording devices.
- Collects or oversees the collection and testing of samples for overall quality of raw, partially treated and treated water using various types of laboratory test equipment
- Calculates and adjusts chemical dosage rates to remain within operating parameters and water quality standards.
- Monitors chemical levels and changes chlorine cylinders following strict safety procedures; diagnoses, services and makes operational repairs to equipment and facilities in accordance with standard operating procedures.
- Participates in operations of the City's potable water distribution facilities by monitoring and regulating water flow into and throughout the distribution system using control valves, pumping stations and (SCADA) system instrumentation.
- Oversees system operations to ensure sufficient water supply to meet high demand or emergency situations.
- Monitors and maintains records of water pumped from wells and purchased from Metropolitan Water District (MWD) through intake points; with approval, increases/decreases purchase of water supply from MWD.
- Maintains plant records, including operating log books, daily diaries, operating logs and chemical inventory records; prepares regular activity reports.
- Stays abreast of trends and technologies in the field; completes mandatory continuing education programs to maintain certifications.
- Operates a City vehicle and radio communication equipment when traveling to various facilities and sites; ensures the proper operation and maintenance of equipment and tools of the trade.
- Follows and enforces strict safety policies and safe work practices, including proper lifting techniques, confined space entry, fall protection and California Accidental Release Prevention (CalARP) requirements; conducts safety inspections and training for operators; carefully monitors personal and other staff member safety.

EDUCATION, TRAINING AND EXPERIENCE
Graduation from high school or GED equivalent. At least five years of progressively responsible experience in the operation, maintenance and repair of water treatment and distribution facilities and equipment, including at least two years' experience as a Senior Water System Operator; or an equivalent combination of training and experience.
SELECTION PROCESS
The selection process will consist of training and experience evaluation, a structured interview panel, and department-level interview. Probationary work period is one year.

Other Qualifications
Must possess a valid Commercial California Class C driver's license with a Hazardous Materials Endorsement and comply with the City's Motor Vehicle Safety Policy during the course of employment.
The following certifications issued by the California State Department of Health are minimum qualifications required as a condition of continued employment:
- Grade 3 Treatment Operator
- Grade 4 Distribution Operator
- Grade 4 Treatment Operator
- Grade 3 Distribution Operator
- Grade 4 Treatment Operator highly desirable
Chief Water Treatment Operator must meet all conditions of employment by the end of probation period in order to maintain continued employment.
