About the Department

Under the direction of the Director of K12-Workforce and Higher Ed Partnerships, the Rural Cooperative Manager will oversee the daily operations of the Cooperative, including supervising teachers, providing instructional support in setting and achieving the highest standards of excellence, so that each student learns, grows, and succeeds, coordinating communications across partner district Superintendents, Principals, Counselors and Cooperative teachers, and collaborating with our other complimentary Departmental initiatives in Advising, Career and Work Readiness and Community Partnerships.

Salary:

The full compensation range for this position is $47,761.96 - $58,113.45. Offers are made at the entry level of the range.

Effective September 1, 2025, the new compensation range will be $48,951.90 - $59,564.59.


Assignment:
The person in this role will work four hours per day, 200 days per year.

Position Duties

Essential Functions:

  1. Supervise and evaluate all employees assigned to the program in accordance with the State mandated TPEP.
  2. Communicate frequently with school personnel from participating districts; is first line of contact with teachers, counselors, administrators and parents of students in the program.
  3. Lead the Rural Cooperative's growth and scaling to other districts in partnership with the Director and Superintendent.
  4. Manages by advocating, nurturing, and sustaining a program culture and instructional program conducive to student success, professional growth and the growth of the partnership capacity.
  5. Work with partner district's CTE Director to recruit, enroll, inform, guide and support student success through family and home school engagement and clear communication.
  6. Support the process of curriculum development, implementation, and evaluation and collaborate with staff to develop and maintain a program of continuous professional learning (i.e. new teachers mentor program) in support of student achievement and program goals.
  7. Administer the program budget, requisitions needed supplies and materials related to the program.
  8. Facilitate the ESD112 Rural Cooperative Advisory and manages the Strategic Plan deliverables.
  9. Oversee CTE program compliance with local, state, and federal regulations governing all instructional programs, including timely filing of reports and maintenance of records by partnering with district's CTE Directors and/or contractors.
  10. Collaborate across other Department programs including: Postsecondary Readiness, Career Connected Learning, Youth Workforce and Out of School programs.

Minimum Qualifications

Minimum Qualifications:

  1. Master's degree in Education.
  2. Hold a Principal license or be enrolled in a program to obtain licensure.
  3. Five years of teaching experience required to include previous coordinator and/or administrative experience.
Preferred Qualifications:
  1. Demonstrated experience building and sustaining collaborative partnerships across multiple school districts, community organizations, and postsecondary institutions.
  2. Knowledge of and experience with Career and Technical Education (CTE) program requirements, compliance, and best practices.
  3. Proven ability to lead program growth or expansion initiatives, including strategic planning and scaling educational programs in rural settings.

Other Qualifications

Working Conditions:

  1. Frequent travel across the ESD 112 service region and the state. Infrequent overnight travel for training.
  2. This is a hybrid position with 50% of time being remote.
Employment Requirements:
  1. Successful completion of a criminal history and fingerprint check through the Washington State Patrol and FBI.
