General Responsibilities
Responsible for managing the Lending Division in order to ensure quality and profitable growth of the Bank’s Loan Portfolio; developing, implementing, and achieving annual goals and objectives as established in the Lending Division's annual operating plan; ensuring the division's compliance with various operating policies and procedures and various regulatory requirements; supervising assigned personnel; communicating and interfacing with other divisions and management personnel; providing periodic management reports; actively participating in business and community activities in a manner which reflects favorably on the Bank. This is an on-site position. Marion Center Bank will provide thorough training with the current Chief Lending Officer.

Essential Duties
- Manages the Lending Division to ensure quality and profitable growth of the Bank’s Loan Portfolio as illustrated by the following:
- Assists in the development and maintenance of a sound credit policy which is consistent with the Bank's philosophy of lending.
- Understands, maintains, and implements regulatory compliance.
- Administers loan policies and develops loan procedures.
- Establishes interest rate guidelines, fees, and other charges that are consistent with overall Bank policies and that are competitive and profitable for the Bank.
- Reviews loans developed by loan officers for compliance with lending objectives, policies, and procedures.
- Within lending authority, approves or rejects loan proposals for his/her portfolio and those of other lending officers.
- Solicits new loan business from both present and prospective customers.
- Develops and manages larger and more complex relationships within lending portfolio.
- Assists in performing quarterly Loan Loss Analysis.
- Ensures early identification and reporting of problem loans to the Chief Executive Officer, and Board of Directors.
- Assists in managing criticized/classified credits to ensure risk is minimized and loans are upgraded or paid off as quickly as possible.
- Manages overall loan division profitability through maximization of pricing/fee structure and expense control.
- Interfaces with the Bank’s Loan Review and Compliance personnel and with various regulatory agencies in the discussion of lending relationships.
- Jointly establishes customer sales and service goals with assigned staff; monitors total performance of loan officers, i.e., sales performance, customer service responsiveness, administrative performance.
- Ensures lending expertise is provided to branch personnel; monitors branch lending efforts to ensure adherence to Bank loan policies and procedures
- Ensures cooperative business development efforts between the Lending Division and other Bank divisions.
- Assists in the development of in-house training programs for lending and branch personnel.
- Chairs the Officer’s Loan Committee.
- Assists in the resolution of lending-related complaints.
- Develops, implements, and achieves goals and objectives as established in the Lending Division’s plans as follows:
- Allocates division resources, e.g., human, financial, etc., toward tasks required to achieve goals and objectives.
- Directs, through appropriate management and supervisory personnel, day-today activities in support of the divisional objectives.
- Measures effectiveness and performance of the systems and people.
- Develops resources, as appropriate, to improve efficiency and productivity.
- Assists in the development of the annual budget and adheres to budget parameters.
- Abides by the current laws and organizational policies and procedures designed and implemented to promote an environment which is free of harassment and other forms of illegal discriminatory behavior in the work place.
- Cooperates with, participates in, and supports the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness and the Bank's compliance with all regulatory requirements, e.g. Community Reinvestment Act (CRA), Bank Secrecy Act (BSA), Equal Credit Opportunity Act, etc.; ensures that the division and all personnel adhere to the same.
- Directly supervises assigned personnel as follows:
- Assists in the selection of new personnel as appropriate.
- Makes provisions for the proper orientation and training of new personnel.
- Reviews employee performance throughout the initial training period and on a regularly scheduled basis thereafter.
- Organizes, schedules, and distributes work among assigned personnel.
- Keeps personnel informed of pertinent policies and procedures affecting the division and/or their jobs; creates an atmosphere in which upward communication from employees is encouraged.
- Administers personnel policies and procedures as established by Bank policy.
- Communicates and interfaces with other divisions and management personnel as part of the management team in order to integrate objectives and activities.
- Provides periodic reports to the Chief Executive Officer, Board of Directors, and other groups, committees, or individuals as required throughout the organization.
- Actively participates in business and community activities in a manner which reflects favorably on the Bank.

Requirements
Basic Qualifications
Education/Training: A B.S. or B.A. degree in a related field of study normally required; specialized bank lending education and training.
Skill(s): Proficient reading, writing, grammar, and mathematics skills; proficient interpersonal relations and communicative skills; proficient analytical skills; a thorough knowledge of current lending regulations; a thorough knowledge of bank operating policies and procedures which impact loan services; a thorough knowledge of the features and benefits of all bank loan products and services; demonstrated management and supervisory skills; proficient PC skills; visual and auditory skills; valid driver's license.
Experience: A minimum of eight (8) years' experience in community banking/lending positions normally required.
