About the Department
Directs shift operations of Mooresville’s water treatment plants and serves as shift supervisor during third shift. Performs difficult technical duties in the operation of a water treatment plants; may serve as ORC in the absence of the Plant ORC. This person ensures all work activities are performed safely and meet quality and efficiency standards. Work includes making technical treatment or repair decisions to ensure the treatment plants meet applicable state and federal compliance regulations. This position reports to the Operations Supervisor.
Position Duties
An employee in this class performs a variety of supervisory, and operational duties related to water treatment and staff oversight. Work involves planning shift operations and directing the work of operators on duty. The employee supervises the assigned shift participates in training, assig work, approving leave, and providing technical guidance. This position ensures the efficient production, storage, and distribution of drinking water.
The employee is subject to hazards associated with treatment plant operations and maintenance including working both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. The employee may be required to wear a respirator when working with environments or chemicals that are hazardous or potentially hazardous. Work is performed under general supervision of the Water Treatment Plant Operations Supervisor, and reviewed by observation, conference, and reviewing records for adherence to operations, standards, instructions, and safety practices, and effectiveness of the plant staff.
Minimum Qualifications
Oversees the work of staff for an assigned shift; creates schedules; makes work assignments; and monitors performance.
Conducts rounds inside and outside the plants; checks on distribution system storage operations and ensures lab work is performed accurately.
Supervises and coordinates work activities of assigned staff, assigns work, monitors status of work, and inspects completed work.
Provides technical oversight of facility adjustment including chemical adjustments and equipment repair and maintenance, particularly during second and third shift.
Participates and provides input in staffing decisions relative to hiring, termination, discipline, and promotional opportunities.
Evaluates performance, mentors staff, assists with career development, and provides input on performance reviews for employees supervised during shifts.
Makes sure plant and related equipment is in working order, maintains records, and monitors chemical inventories.
Trains personnel on plant operations, equipment, and safety practices.
Fills in for operators during absences and performs other related job duties as assigned.
Other Qualifications
A bachelor’s degree from an accredited college or university and two years of directly related experience; or an Associate’s degree from an accredited community college and four years of directly related experience; or a High School Diploma or GED and six to eight years of directly related experience; or an equivalent combination of education and experience.
Special Requirements
NC Water Operator’s Grade A Certificate or the ability to obtain through reciprocity.
Possession of a North Carolina Class C Driver’s License.
