About the Department

Performs advanced technical para-professional planning work in developing and revising limited portions of various specialized City plans and projects. Performs related work as required.
 
DISTINGUISHING CHARACTERISTICS OF THE CLASS:

Work involves responsibility for applying basic research, statistical and organizational skills to the compilation of raw planning data.  Responsibilities include preparing various planning studies and supporting statistical summaries; developing and revising portions of various specialized City plans and projects; conducting field surveys and inspections; preparing drafts of recommendations and reports for review by professional planners. An employee in this position works under limited supervision.  Work is subject to regular review by a professional planner for conformity with established policies and attainment of desired objectives.  Professional advice is usually readily available, as needed.  

 

Position Duties

Participates in making various planning studies, such as population counts and projections, housing/commercial rehabilitation studies, business district plans, and other similar projects;
 

Reviews plans for design review and building permit approval and verifies compliance with planning and zoning requirements;

Prepares drafts of recommendations and reports for review by professional planners

Prepares maps, charts and drafts not requiring a high level of drafting proficiency;

Assists in the conduct of research and the preparation of reports on various phases of planning/zoning and community development programs;

Makes site inspections;

Prepares presentations of survey and research findings in architectural, pictorial, and technical drafting form;

Prepares layouts, illustrations, paste-ups and art renderings;

Compiles statistical data for analysis;

Processes various development applications such as administrative variances, special exceptions, rezonings, etc., including review for appropriate signatures, site plans and completeness of all pertinent information;

Creates and maintains project case files;

Performs site inspections;

Answers questions and prepares reports regarding application of zoning and land subdivision ordinances;

Reviews requested zoning or land use changes;

Prepares supporting statistical summaries covering City-wide improvement needs;

Provides assistance to planners in research, graphics, maps, cases and other areas upon request;

Maintains the case logs for various City Boards;

Presents proposals to City Boards as directed.

Minimum Qualifications

Associate’s degree or 60 college credit hours to include 12 credit hours in planning, geography, computer science, economics, statistics or related field.

Plus one year experience in compiling, tabulating, entering data and/or preparing reports on planning research projects.

OR

An equivalent combination of training and experience.

Other Qualifications

Some knowledge of basic principles, practices, and techniques of planning, zoning and/or planning research
 

Some knowledge of City, County and State Legislation on comprehensive planning and development;

Some knowledge of zoning and land subdivision ordinances, and the methods and procedures by which they are administered and enforced;

Knowledge of standard office equipment, computer hardware and software utilized in planning and development;


Knowledge of customer service and public relations methods, practices and procedures;


Ability to conduct surveys and compile data relative to urban planning, zoning or economic development;


Ability to accurately establish and maintain case files;

Ability to apply and interpret related ordinances, laws, administrative policies and procedures;

Ability to exercise sound judgment in analyzing facts and arriving at conclusions;

Ability to carry out complex oral and written instructions;

Ability to establish and maintain effective working relationships with other employees and the general public;

Ability to express ideas clearly and concisely, orally and in writing;

Ability to operate a computer;

Ability to operate a vehicle;

Ability to handle stress.


Equipment Used/Job Location: Operates a City vehicle, personal computer and software, including word processing and spreadsheet programs, printer, calculator, copy machine, as well as equipment developed or advanced from future technology as required by the job.
