Under direction, serves as the administrator of one or more divisions of the Police Department. Plans, organizes and deploys all assigned subordinate department personnel and coordinates assignments and day-to-day direction of the operational and/or administrative divisions of the department. Assigns, directs and supervises both sworn and non-sworn supervisors and line personnel in accomplishment of their tasks. Provides technical assistance and department management back-up to the Police Chief and undertakes special staff assignments and may be required to serve as Acting Chief of Police.
Position Duties

- Plans, organizes, schedules, assigns, and directs the work of the patrol, detective, and the custodial, training and administrative support activities of the department, either directly or through subordinate supervisors.
- Coordinates the various activities of the department with special assignment personnel (e.g. K-9, Motor Cycle Unit, and Field Training).
- Assures that the concept of Community Policing and Problem Oriented Policing are integrated into all activities, assignments and programs.
- Provides responsible departmental, staff and facility supervision during an assigned shift, monitors and directs police response to a variety of situations, and supervises critical situations or investigations.
- Monitors police incident and booking reports.
- Supervises and reviews performance appraisals and counseling of employees by Sergeants and other supervisors.
- Conducts performance reviews and recommends discipline for those directly supervised.
- Discusses and coordinates discipline and other personnel issues with the Chief of Police.
- Participates in interviewing and selection of police employee applicants.
- Interprets policies, directives, and other personnel regulations and ensures their consistent application.
- Directs the preparation of and/or prepares correspondence, records, and reports.
- Responds to and investigates complaints regarding police misconduct.
- Oversees or conducts internal investigations.
- Works with outside agencies to coordinate police service response plans, resources, and operational issues.
- Coordinates development and submission of the budget for assigned divisions and monitors expenditures.
- Plans, evaluates, and conducts training courses and various programs and activities
- Participates in and oversees the ordering, distribution and maintenance of supplies and equipment.
- Researches, identifies and recommends pursuit of law enforcement grant programs from local, state, or federal sources.
- Prepares and/or oversee the preparation of grant proposals
- Performs a variety of other duties as assigned.
- Serves as a police department representative with media outlets and provides interviews; both on and off camera
- Serves as a police department representative while interacting with members of the community, community groups, business representatives, school officials and other prominent persons.
Minimum Qualifications
The requirements listed below are representative of the knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.
Knowledge of:
- Principles and practices of PC’s and related software.
- Principles, practices, techniques and equipment used in law enforcement, including patrol, arrest, custody, crime investigation and prevention and internal investigations.
- Principles and practices of employee supervision, including selection, training work evaluation and discipline.
- Administrative practices and methods, to include planning, delegation, and program implementation, as well as practices and procedures of budget preparation and monitoring.
- Criminal laws, codes ordinances, and court interpretations, including rights of citizens, apprehension, arrests, search and seizure, and rules of evidence.
Skilled in:
- Community based policing, Problem Oriented Policing and total quality management.
- Implementing goals objective, policies, and procedures.
- Establishing and maintaining cooperative and effective working relationships.
- Preparing clear and concise records, reports, correspondence, and other written materials.
Ability to:
- Communicate effectively verbally and in writing.
- Operate a PC and related software.
- Maintain effective working relationships with other people.
- Pass an initial comprehensive background investigation, medical/physical/ psychological examinations, and any subsequent examinations that may be required, and an oral interview.
- Apply the principles and techniques of management, supervision, evaluation and training.
- Apply the advanced techniques of police investigative and operational activities.
- Read, understand, interpret, explain, and apply applicable laws, ordinances, policies, and regulations.
- Perform the duties of a Police Officer.
- Physically be present at the worksite to ensure proper staffing levels.
- Work evening hours and weekends, as directed by the Chief of Police
Other Qualifications
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
- Bachelor’s Degree with emphasis in the above fields, preferred.
- Master’s Degree desirable
- Maintain Basic, Intermediate, Advanced, and Supervisory POST certificates and acquire a Management Certificate within two (2) years of employment in this classification.
- A minimum of Five (5) years of experience as a full time sworn Police Sergeant or higher rank with the City of Delano or with a similar sized agency or larger.
- Must be able to work emergency call-back duty, must be able to maintain firearms qualification.
- Maintain a valid California Driver License with a driving record acceptable to the City.
