Duties
Serve as a front-line, uniformed representative of the NPS, answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc. Perform assignments in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds. Assist higher level personnel with auditing fee collection program components/systems (e.g. cash registers, road/trail registers, honor systems, automated fee machines or AFMs, donation boxes, etc.); assist in completing audit paperwork and documenting findings; communicate audit results to supervisor. Prepare and complete remittance reports and bank deposits for funds donated and/or collected by others. Review shift reports and count funds collected; Investigate and proactively resolve routine or recurring discrepancies, and track overages, shortages, and errors. Area Information: Capulin Volcano Natl. Monument is located in a beautiful but isolated part of ne New Mexico appr. 35 miles east of Raton, NM, & 55 miles west of Clayton, NM. Elevations range from 7242 to 8200 ft. Minimal services are available near Capulin Volcano in the villages of Des Moines, Capulin, & Folsom. Raton NM (pop. 6537), Trinidad CO (pop. 8,080), & Clayton NM (pop. 2874) are the largest cities nearby & have medical services, housing, & shopping. Housing tends to be inexpensive & easy to find locally, but not much info for apartments etc. is available online. Capulin Volcano erupted between 56,000 and 62,000 years ago. Capulin's conical form rises more than 1,300 ft. above surrounding High Plains. Although Capulin is primarily known for its volcanic geology, the park boasts a rich diversity of plant & animal life. The arid grasslands of the Great Plains & the forests of the Rocky Mountains combine at Capulin to form a unique ecotone, which provides habitat for 73 species of birds in addition to numerous other animals. Capulin Volcano is also an International Dark Sky Park & is the gateway to camping/hiking opportunities in northern New Mexico and southern Colorado.
Requirements
U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Must be able to handle, collect, and account for money. Government housing may be available. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and/or shift work. You may be required to travel overnight away from home occasionally. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You may be required to complete training and operate a four-wheel drive vehicle. If selected for a position/location that requires search and rescue, emergency response, use of firearms, or watercraft operation, you will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. A valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
Qualifications
All qualifications must be met by the closing date of this announcement-08/20/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: handling, tracking, or depositing monies; using software programs to maintain financial/accounting data (such as fee and stock data); performing fee collection, accounting or financial duties; or using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions; ensuring accountability of funds and accurate financial records. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four (4) years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree, with courses relating to the position. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. NOTE: One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. For example, 6 months of the specialized experience (50% of the experience requirement) and 3 years of college study from an accredited institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: This position requires standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, or emergency response duties. Work Environment: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations. The National Park Service has determined that most temporary positions are suitable for telework only during an emergency or natural disaster.
