The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

General Support Services (GSS) Office of Facilities and Operations is recruiting for one (1) Administrative Supervisor of Building Maintenance-M-I to function as Operations Manager.

The Operations Manager will:

- Coordinate and oversee facilities repair and maintenance projects from initiation (contract or in-house) to completion and is also responsible for all furniture, equipment, and appliances (from purchasing to relinquishment) in all HRA occupied space.

- Oversee the day-to-day operations of the various Facilities Operations’ functions, providing quality assurance of all services pertaining to various HRA areas.

- Manage the repair and maintenance work orders through Facility Focus and Liaisons with various HRA program areas. Ensure that emergency work orders are addressed as expeditiously as possible determining which will be assigned in-house or contracted out ; ensuring the allocation of trade resources, scheduling assignments to be completed reduces waste of time and money and increasing operational efficiency.

- Interface with the various other Facilities units regarding lease issues, custodial services, construction and renovation, HVAC, space consolidation (mayoral initiatives), etc. oversee all FO trade contracts, including custodial contracts, and determine what projects should be assigned to outside vendors to reduce GSS’ overtime costs all of which the Operations Manager is responsible for coordinating.

- Be responsible for ordering, tracking and arranging delivery of all purchase orders for furniture, equipment, and appliances for all HRA facilities; liaise with Program Areas, vendors, the Office of Lease Enforcement and Landlords to ensure that deliveries are timely, and deadlines are met.

- Oversee/review the development and implementation of policies, procedures and standards that are needed to advance/support facilities, projects and new initiatives; especially Mayoral/Commissioner priorities, as they impact various operating functions within FO.

ADMINISTRATIVE SUPERVISOR OF B - 10035

Qualifications:

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
