Position Purpose
The Human Resources Manager oversees HR systems, handles employee relations, determines staffing needs, recruits qualified candidates, and assists in the development of policies, job descriptions and compensation plan. The Manager works collaboratively with executive team in developing organizational strategies, and is responsible for managing staff, performance evaluations, pay and benefits.

Position Responsibilities
- Responsible for the management of the Human Resources Department for critical evaluation and analysis of the company’s human resources function and performance, including employee relations, communication, employee safety and health concerns, policies, programs, and employee retention efforts.
- Oversee all Human Resources systems and initiatives, ensuring that HR programs are effective and align with business objectives.
- Develop or revise, implement and enforce Human Resources policies so as to attract the most qualified recruits, improve morale and employee retention, strengthen relations between staff and management, promote the company’s values and enhance job satisfaction.
- Ensure the company’s compliance with all governmental and labor legal requirements including any related to Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA) and The Health Insurance Portability and Accountability Act (HIPAA).
- Manage human resources operations by recruiting, hiring, on-boarding, counseling and disciplining staff; monitor, appraise, and review job performance; determine quality, productivity and customer service results; respond to and resolve grievances or complaints; and initiating corrective actions as appropriate.
- Research, direct, implement and monitor progressive benefit packages that include compensation, insurance, time off and leave.
- Prepare data and submit required reports to DOL, EEO, and OSHA.
- Provides support and guidance to HR Assistant and oversee the payroll function.
- Handle and respond to general inquiries, email, telephone or written communications or stated complaints related to Human Resource activities.
- Administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Maintain automated and/or manual personnel records, employee files, and reports.
- Report to executive management by analyzing data and utilizing HR metrics; anticipate staffing needs and make recommendations for efficient management of resources.
- Maintain and update job knowledge of current Human Resources developments and protocols by participating in educational opportunities, reading professional publications, and maintaining professional networks.
- Any and all other duties as assigned by the President or CEO.
Required Qualifications
- Bachelor’s degree (Master’s level preferred) from an accredited school of higher education in Human Resources Management, Business Administration or business-related field, with thorough knowledge of human resource management principles
- A minimum of 5-7 years of proven successful experience with relevant Human Resources-related activities, preferably with an organization of 100 or more employees
- PHR/SPHR preferred
- Strong organizational skills, ability to meet deadlines, and attention to detail
- Excellent written and verbal communication and interpersonal skills
- Capacity and aptitude to maintain strict confidentiality and to effectively maneuver through sensitive and classified situations with firm ethical standards
- Proficiency with basic computer skills and software systems, including Windows, word-processing, spreadsheets, and databases.
- Willingness to travel within a limited geographic area as business needs arise.
