About the Department
This experienced Senior Human Resources Partner oversees and delivers high qualify HR services to approximately 210 front line and administrative Transit employees. The ideal candidate has balanced experience in all of the functional areas of HR practice and can work with limited direction. The position, while part of a larger 8 person HR Team, is imbedded in the Chapel Hill Transit Department and supervises one full-time HR Assistant whose time is fully allocated to Transit HR needs. The larger HR team includes experienced benefits, training, recruitment/retention, and employee relations professionals who serve as subject matter experts in these areas and help with service delivery. Supervision:
This position reports to the Director of Human Resource Development and the Deputy Transit Director and serves as a Strategic Business Partner.
Work Schedule:
Monday-Friday with core hours as agreed on by department. May require an occasional early start/late stay or Saturday work. Remote work options available 1-2 days per week after a 6-month on-site training period.
The ideal candidate has
- 5+ years of progressively responsible balanced HR experience in a fast-paced environment
- A strong background in employee relations and overseeing complex disciplinary processes
- Innovative experience in recruitment, selection, and retention strategies for a wide range of front line and professional positions, including recruitment outreach.
- An interest in developing strong relationships with front line and professional staff.
- A customer service approach to delivering HR services.
- A demonstrated ability to bring strategic thinking to how HR innovation contributes to operational efficiencies, high employee morale, and the effective use of department resources to meet business needs.
- The ability to work collaboratively with senior leadership and professional colleagues at Transit, in HR and other departments.
- Is well organized, has a sense of urgency, and can keep important workflows on track for timely resolution.
- Strong writing skills.
- SHRM or PSHRA certification preferred.
- A bachelor's degree in human resource management, Business Administration, or other relevant degree, or an equivalent combination of education and experience.
Supervision Exercised
Position supervises one HR Assistant.
Physical Demands
The work requires sitting at a desk or table, with intermittent standing or stooping. The employee uses equipment requiring a moderate degree of dexterity.
Work Environment
The work is typically performed in an office environment.

Minimum Qualifications
An equivalent combination of education and experience that would provide the required knowledge, skills and abilities to perform the duties of the job.
Knowledge of:
- Principles and practices of human resource management
- Principles and methods of research
- Principles and techniques of wage and salary administration
- Principles and practices of organizational development and instructional design
- Principles, methods and procedures utilized in recruitment and selection, classification, and compensation
- Applicable local, federal and state laws and regulation
- MS Office and specialized human resource applications.
Ability to:
- Solve problems and make sound decisions
- Maintain accurate records and reports
- Utilize a personal computer and various word processing and database software applications
- Perform complex professional human resources work with a minimum of direction
- Interpret and apply policies and procedures
- Analyze complex and confidential issues and draw logical conclusions
- Prepare and present clear and concise reports, findings and summaries
- Collect, compile, and analyze information and data
- Assess training needs, develop and deliver training programs and evaluate results

Education
A bachelor's degree in business administration, public administration, human resources or a closely related field
Experience
Three years of experience in a technical, paraprofessional or professional capacity in recruitment, classification, compensation, employee relations, or employee benefits
Certifications
SHRM or PSHRA certification preferred. Possession of or the ability to obtain a valid driver's license North Carolina issued by the state of NC and the availability of private transportation or the ability to provide transportation between job sites is required.
