Purpose of Classification:
Under general supervision, this position is responsible for ensuring compliance with city codes and ordinances, conducting inspections, investigating complaints, and working with residents and businesses to maintain and improve the quality of life within the community. Reports to the Director of Planning and Development.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Inspections and Investigations: Conducts regular inspections of residential, commercial, and public properties to ensure compliance with city codes and ordinances. Investigates complaints regarding potential code violations such as zoning, signage, property maintenance, and nuisances. Documents and reports findings, including taking photographs and writing detailed inspection reports.
Enforcement: Issues notices of violation and citations for non-compliance with city codes. Works with property owners to achieve voluntary compliance through education and cooperation. Prepares cases for legal action and testify in court as needed.
Community Interaction: Responds to public inquiries and complaints in a professional and courteous manner. Educates the public on city codes and ordinances to foster community cooperation and compliance. Participates in community meetings and outreach programs to promote understanding of code requirements.
Record Keeping and Reporting: Maintains accurate and detailed records of inspections, violations, and enforcement actions. Prepares and presents regular reports to the Director of Planning & Development and other city officials as required.
Communicates with other City employees, builders, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Performs general customer service and administrative duties: receives and responds to inquiries, concerns and complaints of citizens; attends meetings; processes invoices; prepares reports and correspondence; copies and files documents; and enters computer data.
Regular Attendance: Consistent and reliable in-person attendance to ensure effective teamwork, collaboration, and communication with colleagues, clients, and community members. This includes but is not limited to attending scheduled meetings, participating in on-site or off-site events, and being available during standard work hours. The City will attempt to accommodate any reasonable adjustments as outlined by the ADA.

Minimum Qualifications:
High school diploma or GED required; associate or bachelor’s degree in public administration, criminal justice, or a related field preferred; supplemented by two years of experience in customer service, planning and zoning, building or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position. This includes a strong understanding of city codes, ordinances, and zoning laws.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions, including proficiency in the use of computers and software applications related to code enforcement
Verbal & Written Aptitude: Requires the ability to clearly and effectively convey information in spoken form, listen actively and provide appropriate responses, as well as produce clear, concise, and well-structured written content.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
ADA Compliance:
Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (25 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, heights, confined spaces, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, firearms, violence, disease, pathogenic substances, or rude/irate customers.
