The City of Everett is accepting applications on an Open/Competitive basis for the Civil Service examination process for a WATER QUALITY ANALYST in the PUBLIC WORKS DEPARTMENT at the Everett Environmental Lab.
ABOUT THE JOB
This is skilled technical work performing various field and laboratory tests and analyses to ensure compliance with governmental regulatory requirements and City standards.
Work includes responsibility for field and laboratory tests and analyses; research and development of new testing methods and techniques; implementation of regulations and City specifications; water quality investigations; industrial pretreatment surveillance; sediment and sludge assessments; maintenance of laboratory facilities and equipment and various other tasks associated with water quality assurance and quality control. An employee in this class works under the general supervision of the assigned supervisor and work is reviewed by reports, discussions, and compliance with established practices and procedures and by adherence to safety standards. Depending on the specific area of assignment, the work of the Water Quality Analyst may emphasize one or more of the following areas: trace metals chemistry, nutrient chemistry, conventionals chemistry, laboratory quality assurance coordination, regulatory compliance and environmental and drinking water sampling. Desired experience with laboratory information management systems and quality assurance/quality control statistical and analytical techniques.

About the DivisionThe Everett Environmental Lab analyzes drinking water, wastewater, and solids matrices to assure compliance with the EPA, Department of Health, and Department of Ecology monitoring requirements. The laboratory is open to the public but primarily supports testing needs for the Water Filtration Plant, Water Pollution Control Facility, Industrial Pre-Treatment, and Surface Water Management. The lab is currently staffed by five highly skilled analysts each with their own expertise in specific chemical and biological fields, analyzing roughly 30,000 analytes on an annual basis. The group is responsible for producing high quality analytical data under strict guidelines to assist in maintaining healthy environmental conditions and optimum operations for the water treatment facilities here at the City of Everett.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Requires bachelor's degree in chemistry, microbiology, biology, environmental science or related field AND
- Two (2) years work experience performing routine environmental field sampling and analytical tasks, which may include emphasis in one or more of the following areas: trace metals chemistry, nutrient chemistry, conventionals chemistry, laboratory quality assurance coordination, or regulatory compliance and environmental sampling, depending upon the needs of the department.
SPECIAL REQUIREMENTS OR CERTIFICATIONS
Possession of, or ability to obtain within 30 days of hire, a valid Washington State Driver License or equivalent.
PHYSICAL DEMANDS/WORKING CONDITIONS
- Work in a potentially dangerous physical environment with exposure to offensive odors and fumes and potentially hazardous chemical and biological agents.
- Respond to emergency call-outs, work staggered shifts and perform work on weekends and holidays as required.
- Physical ability and knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as described in the job description, including the ability to lift and handle objects weighing up to 40 lbs.

EXAMINATION STEPS
- There will be a pre-screening of all applications.
- Responses to the supplemental questionnaire will be individually reviewed and blind-rated (weighted 30%).
- Top-scoring applicants will be called to an oral panel interview (weighted 70%), tentatively scheduled for September 16, 2025.
- All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months.
IMPORTANT NOTES
- A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
- The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
- Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW 73.04.005.
