Under administrative direction, provides functional and technical Enterprise Resource Planning (ERP) expertise in the functional evaluation, system configuration, testing, and functional execution of a large-scale enterprise business system implementation project including the payroll function configuration for developing software applications for areas such as payroll, absence management, workforce time and labor, benefits, and retirement systems for the Los Angeles County Office of Education (LACOE) and Local Educational Agencies, which include school districts, community colleges, Joint Power Authorities, and charter schools.

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • Principles and practices of functional areas including: payroll, absence management, workforce time and labor, benefits, and retirement systems
  • California and Federal payroll reporting requirements, time and labor calculations, paid time off (e.g. vacation and sick time), accrual rules and calculations, employee and employer contributions (e.g. health and welfare benefits), garnishments, payroll pay cycle and off-cycle processes, payroll tax withholding rules, payroll gross-to-net calculations, CalPERS and CalSTRS reporting, and quarter and year-end processes (e.g. W-2, W-2C, payroll balance adjustments)
  • Implementation and configuration of payroll ERP systems (e.g. PeopleSoft, Oracle, SAP, CGI)
  • Principles and practices of enterprise business system functionality, database tables structure, implementation, analysis and design
  • Principles of business process modeling, analysis, and improvement
  • Project management techniques and computer-based project management systems
  • Computer-based project management, data management, and analysis systems
  • Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and Experience
Education: A Bachelor’s degree in management information systems (MIS), systems engineering, accounting, business or public administration, finance, computer science, human resources, or other field closely related to the job requirements of the classification from an institution of higher learning recognized by the Council for Higher Education. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Five years of ERP system implementation and/or post-production support, including one full ERP System implementation life cycle in one or more of the following functional areas: payroll, absence management, workforce time & labor, benefits, and/or retirement systems.

Additional Requirements: Experience as a user of ERP payroll systems or implementing ERP systems in a California public sector (e.g., K-12 school district, community college, county office of education) payroll unit is preferred. A Certified Payroll Professional (CPP) certificate is preferred. A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites is required. 

Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19. 

Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a Technical Interview.

Selection and promotion are based on a competitive examination process. Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272).
