Job Summary:
The Senior Program Manager is responsible for overseeing a portfolio of shelter programs operated by Sunstone Way. This position supervises Program Managers, ensures program quality and compliance, and strengthens internal and external partnerships to ensure effective, people-centered service delivery. This role will work in close collaboration with county partners, organizational leadership, and frontline teams to uphold Sunstone Way’s values of dignity, safety, and belonging.
Duties/Responsibilities:
Program Leadership & Oversight
• Provide strategic and operational leadership for multiple shelter sites.
• Supervise and support Program Managers in the implementation of trauma-informed, Housing First, and low-barrier practices.
• Monitor performance outcomes, contractual obligations, and compliance with JOHS standards and requirements.
• Collaborate with the Director of Sheltering to evaluate, adapt, and improve program models based on data, community needs, and funder expectations.
Staff Supervision & Development
• Coach and evaluate Program Managers to promote strong, consistent leadership across shelter programs.
• Foster a culture of accountability, continuous improvement, and collaboration.
• Identify training needs and support professional development plans for site leadership and program staff.
• Assist in hiring and onboarding of Program Managers and other key site leaders.
Collaboration & Partnership
• Serve as primary liaison with City, County, and other funders for assigned programs.
• Collaborate cross-departmentally with Behavioral Health, Retention, and Operations to ensure cohesive care.
• Represent Sunstone Way at community forums, workgroups, and collaborative meetings related to sheltering and homelessness response.
• Engage community partners to make/receive appropriate housing and services referrals.
Data, Compliance & Quality Improvement
• Oversee data integrity and documentation practices in collaboration with the Quality Assurance and Data teams.
• Ensure compliance with local, state, federal, and funder regulations, including HMIS and privacy/confidentiality requirements.
• Analyze performance metrics and guest outcomes to inform program improvements.
• Contribute to the development of standard operating procedures and quality assurance tools.
Required Experience:
• 5+ years of experience in shelter, housing, or human services, with at least 2 years in a supervisory role.
• Experience with government contracting, funder relationships, and compliance monitoring.
• Experience leading diverse teams in fast-paced, mission-driven environments.
• Demonstrated success managing programs aligned with equity and culturally responsive care.
Required Education:
• Bachelor’s degree in Social Work, Public Administration, or a related field; or significant experience in a similar role.
Preferred Experience / Education:
• Master’s degree in Social Work, Public Administration, or a related field.
• Other leadership certifications or management training programs.
• Experience working with individuals experiencing homelessness or housing insecurity is strongly valued.

Additional Eligibility Requirements:
• Must be able to pass a background check upon offer.

• Regular attendance and punctuality are essential.
Work Environment:
• Work occurs both indoors and outdoors, in varied temperatures and weather conditions.
• Exposure to offensive odors and challenging participant situations.
• Frequent travel to other shelter sites (up to 50%).
Physical Requirements:
• Ability to lift up to 50lbs.
• Bending, stooping, and prolonged standing or sitting required.
