About the Department
GENERAL DESCRIPTION:
This Position will provide social service assistance to citizens of the Town of Trumbull who are in crisis or in need and will act as a liaison between community members and various resources and community groups at the local, state, or federal levels. The position provides crisis intervention, conflict resolution, short-term counseling, case management, and community outreach. The position works closely with Trumbull Police Officers to assist with non-crime related situations including, but not limited to, family or neighbor disputes, mental health, substance use, home and health care, and housing related issues.
Position Duties
GENERAL STATEMENT OF DUTIES:
- Conducts initial intakes, assessments and intervention services to effectively address client service needs, maximize client functioning and protect client welfare.
- Assists in identifying and resolving barriers to care.
- Provides referrals, information, and assistance surrounding mental health, substance use and any other related need.
- Maintains strict confidentiality in all interactions with the public, clients, law enforcement officials and community partners
- Maintains ongoing professional relationships with community partners
- Maintains positive working relationship with police, fire, EMS, and other town departments.
- Develops ongoing therapeutic relationships with residents who historically have difficulty accessing services.
- Participates in staff and community stakeholder meetings and trainings.
- Makes presentations on related topics to staff and community partners.
- Prepares periodic reports as asked, maintains client records.
- Coordinates with school, state and court personnel to advocate for clients’ needs.
- Adhere to all law enforcement partner guidelines, policies, and communications through proper chain of command with regards to law enforcement policies.
- Performs other related tasks and duties as assigned.
SUPERVISION RECEIVED:
Works under the direction of Chief of Police or his/her designee.
SUPERVISION EXERCISED:
Student Interns when applicable.
Minimum Qualifications
MINIMUM QUALIFICATIONS, KNOWLEDGE, SKILL AND ABILITY:
- License in Social Work (LMSW, LCSW) is required.
- Experience working in the mental health field, addiction disorders and crisis intervention.
- Knowledge of the client population, service delivery systems and community resources.
- Ability to form positive relationships and engage clients and their families in treatment approaches.
- Ability to work independently and make independent, ethical decisions under the pressure of crisis or emergency situations.
- Ability to communicate effectively; orally and in writing, and present to groups and/or individuals.
- Ability to maintain records and reports timely and accurately.
- Ability to establish and maintain effective working relationships with staff and community providers.
- Knowledge of local, state and federal laws and regulations relating to health and social services in order to understand the impact on the clients and their access to services.
- Ability to work well and communicate effectively with persons of varying educational and cultural backgrounds.
- Must be able to pass a background check and obtain clearance to enter Law Enforcement Agencies. This background check is in addition to the Town of Trumbull required checks.
- Proficiency in Microsoft applications. Solid computer skills are required.

The weight of the examination will be 100% experience and training . The candidates will be ranked based on their experience and training as it relates to the required experience and training for this position based on the information contained in their employment application, the supplemental questionnaire if applicable and any attachments they provide. This examination will be conducted for the Town of Trumbull by the Trumbull Civil Service Board within the authority of Section 7-413 of the 1959 revision of the State of CT General Statutes.
